POSITION: Senior Monitoring & Evaluation Expert (In House)

MDF West Africa assists both international and local customers across West African nations and beyond. Moreover, MDF WA is a multi-project organization running around 15 projects at the same time, with a core team of 28 professionals backed by a network of 25 associated trainers/consultants.

MDF West Africa is a wholly owned local branch of MDF Training & Consultancy BV, which has been enhancing the capabilities of individuals, organizations, and networks since 1984 with the goal of ‘empowering individuals, generating impact’. The Global MDF operates offices in the Netherlands, Belgium, Kenya, Ghana, D.R. Congo, Sri Lanka, Vietnam, Bangladesh, Indonesia, Myanmar, and has project offices in Rwanda, Uganda, and Benin. MDF provides open-enrollment training programs, customized training and workshops, as well as consultancy services across various industries. MDF additionally offers assistance to organizations in creating and executing project monitoring, evaluation, and learning (MEL) processes.

Position Overview 

MDF West Africa seeks a seasoned Senior Monitoring & Evaluation Expert (In House) to become part of our Monitoring Evaluation and Learning (MEL) Team for the procurement and implementation of M&E-related projects throughout the West Africa region and beyond. The MEL team focuses on carrying out tasks across various thematic domains, which encompass, but are not restricted to, WASH, Education, Agriculture, Empowerment and Entrepreneurship, Governance, and humanitarian assistance.

PRIMARY DUTIES AND RESPONSIBILITIES

Acquisition of Assignments

  • Assist in recognizing, tracking, and responding to training and consultancy opportunities with clients in the West African area. This involves investigating possibilities within the MDF network.
  • Assist and guide the proposal writing process in collaboration with chosen team members.
  • Devise plans and outline your approach to the task, including the methodology, work schedule, financial plan, team structure, and more.
  • Represent MDF at events and engage in both formal and informal occasions to develop a network of clients and collaborators.

Execution of Assignments

  • Carry out consulting tasks in the field of planning, monitoring, and evaluation.
  • Guide and direct a group of 2 to 5 team members/colleagues/partners while carrying out tasks.
  • Inform MDF WA management about the status of assignment execution, highlighting issues/concerns and suggesting measures for resolution.
  • Keep in touch with clients throughout the execution and contracting of tasks, i.e., managing processes. Act as the primary contact for the client.
  • Oversee the report creation process and ensure the report’s quality.
  • Sustain relationships with clients and partners.
  • Offer necessary assistance with additional tasks where other MDF colleagues are in leadership roles.

Required Skills or Experience

Technical Competencies and Professional Experiences

  • Management proficiency in projects, programs, teams, or organizations, such as guiding individuals, offering business advice, managing clients, overseeing finances, and handling knowledge.
  • Proficient in aiding organizations or programs in the creation and oversight of monitoring and evaluation strategies, frameworks, and plans, which encompasses the formulation of data collection, analysis, and reporting tools and templates.
  • Experience in overseeing evaluation projects in the West Africa region.
  • Extensive proficiency in gathering and analyzing online data through digital tools like Kobo Collect, Survey Monkey, Akvo FLOW, and Ona, among others.
  • Robust abilities in data collection and processing, such as gathering information through interviews, focus groups, checklists, and analyzing situations, documents, and data sheets.
  • Capability to compose robust proposals and reports, meaning concise, direct, highly analytical, thorough, accurate English (or French), punctual, while grasping client requirements.
  • Prior consulting and advisory experience, either independently or within a company/firm.
  • Robust skills/expertise in facilitation and presentation with a focus on participation. At ease when standing in front of and leading a group (4-25 individuals) with an international background.
  • Fostering client connections and networking.
  • A minimum of 10 years of professional experience in an international environment, including at least 5 years as a lead evaluator or consultant.
  • Capability to manage administrative tasks, contemporary communication, and knowledge management technologies – Office 365 suite, Adobe, PiktoChart, online data gathering tools, and others.
  • Sub-regional (ECOWAS) and global work experience.
  • Level of education: Master’s degree or equivalent in (global) business management, social sciences, international development and relations, global trade, etc.
  • Outstanding skill in both spoken and written English at a professional standard. Proficiency in the French language will be beneficial.
