POSITION: Administrative and Financial Officer

THE BANK:

Founded in 1964, the African Development Bank is the premier pan-African development organization, with 81 member nations focused on economic advancement and social improvement. Its development strategy aims to reduce poverty through inclusive and sustainable growth, identifying five key areas (High 5s) for expansion: energy, agro-business, industrialization, integration, and quality of life.

THE COMPLEX:

The Vice-President for Regional Development, Integration and Business Delivery oversees the Bank’s operational programs across five regional platforms (Southern, North, West, East, and Central Africa), ensuring efficient functioning within Regional Member Countries (RMCs).

THE HIRING DEPARTMENT/COUNTRY OFFICE:

Country offices report to one of the five platforms, managing operations and project execution while facilitating strategic discussions with governments and stakeholders to improve project performance and aid coordination.

DUTIES AND RESPONSIBILITIES:

The Administrative and Financial Officer, under the guidance of the Country Manager, will manage administrative services, including accounting, budgeting, human resources, procurement, and resource oversight, ensuring alignment with Bank policies.

Main Responsibilities

  • Develop administrative and capital budgets following the schedule established by the Budget Department at Headquarters.
  • Oversee spending as per the Bank’s internal control regulations and processes, generate regular reports and suggest revisions when needed.
  • Establish financial management and reporting protocols and controls to enhance service efficiency, recognize possible savings, and encourage the efficient utilization of resources.
  • Examine monthly financial reports and regularly create reports, statements, and schedules to aid in the audit of the country office by Bank auditors.
  • Manage employee records, including benefits, in compliance with the Bank’s human resources policies and guidelines.
  • Oversee the acquisition of goods and services as well as the management of property and equipment following Bank policies and procedures.
  • Draft and oversee agreements with service providers.
  • Establish effective stock control for office supplies, maintaining inventories and a fixed asset record for bank property and equipment.
  • Make sure that the Country Office’s petty cash activities are tracked and recorded.
  • Manage the handling of advances and outstanding balances for mission expenses.
  • Oversee personnel responsible for managing arrival and departure procedures at the airport for Executive Directors, Governors, and other dignitaries invited by the Country Office.
  • Handle and oversee the handling of visa requests for official assignments and any other official documents of the Bank.
  • Provide reports regarding personnel management; oversee employee benefits in line with existing HR policies and guidelines; support the Country Office Manager in the hiring of consultants and employee matters; and

QUALIFICATIONS (Skills, Experience, and Knowledge): 

  • Possess a minimum of a Master’s degree in accounting, finance, auditing, or a comparable field.
  • Belonging to an internationally recognized professional accounting organization (e.g., CA, CPA, ACCA) will be regarded as an added advantage.
  • Possess a minimum of four (4) years of pertinent work experience, with three (3) years spent in an accounting firm or a commercial enterprise.
  • Possess strong knowledge and experience in administration, financial accounting, and comprehensive support services, demonstrating a consistently high level of performance.
  • Comprehensive understanding of and expertise in utilizing all pertinent software along with the capability to assist in organizing data and information retrieval systems.
  • Robust interpersonal, verbal, and written communication abilities; along with a dedication to exploring and generating new, inventive, and imaginative methods for activities.
  • Demonstrated capability to collaborate successfully within a team in a multicultural setting and as part of varied groups.
  • Communicate and write proficiently in French or English, possessing a solid understanding of the other language.
  • Capability to utilize the Bank’s standard software (SAP, Word, Excel, Access, MS Projects, and PowerPoint) and to adjust to any new work tools.
  • Capability to implement new policies, systems, and processes promptly.
  • Should possess analytical, systematic, and robust numerical abilities while being attentive to detail.
