DIRECTOR OF FINANCE NEEDED AT GHANA ATOMIC ENERGY COMMISSION
The Ghana Atomic Energy Commission (GAEC), a public service organisation established by an Act of Parliament, invites applications from suitably qualified Ghanaians for the following positions:

Established in January, 2009 as an Institute of the GALC, RAMSRI performs its main functions through five (5) Scientific/Technical Centres under its jurisdiction, in collaboration with National Research Institutions, University & Hospital Departments, Departments and Agencies under Ministries and International Institutions, including the International Atomic Energy Agency, Vienna-Austria and the Stellenbosch University, Cape Town-South
Job Description
The Finance Directorate, an integral part of the GAEC, is solely responsible for the following:
- Lead in steering the management of the financial and accounting systems of the Commission in line with the relevant statutes.
- Then, Lead in providing advice relevant to the Director-General as the Chief Spending Officer of the Commission in the management of its finances
The Position
Reporting to the Director-General, the Director is appointed as the Executive Head of the Directorate by the GAEC and charged with the responsibility of managing the administrative, financial and accounting functions of the Directorate.
The Director is also directly responsible for the day-to-day management of the financial and accounting systems at the Institutes and other cost centres of the GAEC.
The Person
- Firstly, Must not be more than fifty-five (55) years old at the time of appointment.
- Secondly, Must be a distinguished professional of local and/or international repute in finance and accounting
- Thirdly, Must demonstrate mastery of public sector accounting.
- Moreover, Must demonstrate integrity in the handling of funds.
- Additionally, Must demonstrate knowledge in computer-based accounting systems, especially Government of Ghana’s financial management platforms]
- Last but not least, Must be conversant with the relevant statutes for funds management and financial accounting.
- Finally, Must be a team player with the ability to manage and/or control crisis.
Qualifications
- A chartered membership in good standing of a recognized professional body (eg Institute of Chartered Accountants Ghana, Association of Chartered Certified Accountants-U.K, Chartered Institute of Management Accountants-U. K, etc) relevant to the position.
- Then, A minimum of Master’s Degree (Accounting and/or Finance) option
- Also, A minimum of fifteen (15) years’ experience relevant to the position, with a minimum of ten (10) years at a Senior Management Level in a research or analogous institution.
- Lastly, Must be at least a Principal Accountant or equivalent.
Duties/Key responsibilities
- Firstly, Develop and implement guidelines and procedures governingthe Finance and Accounting systems.
- Ensure that proper books of accounts are maintain.
- Manage the accounting functions of the GADC ensuring that sound financial management and accounting practices are developed and implemented
- Ensure effective and efficient execution and accounting of all financial transactions of the GAEC in accordance with laid down regulations.
- Direct and coordinate the GAEC’s annual budgeting and planning processes
- Ensure the preparation of quarterly financial performance reports against budgets and strategic goals.
- Ensure compliance with all regulatory requirements eg Public Financial Management Act, Audit Service Act, Public Procurement Act, Pensions Act, etc.
- Ensure efficient and effective management of GAEC’s Central Stores.
- Any other duties to be assign by the Director-General.
Terms of Appointment
Each appointment shall be for a full term of five (5) years in the first instance but may be renewed for a second term subject to satisfactory performance. Successful applicants must be able to serve a full term of the 5 years each.
