Job Summary

The Procurement Manager is responsible for delivering the procurement function’s strategic and operational goals. This function ensures that the unit manages procurement services efficiently, effectively, and with quality. This includes technical assistance and mentorship for various locations and Field Office personnel. Regular analysis is essential to inform workflow operations and future enhancements.

The Procurement Manager is also in charge of ensuring that goods and services are sourced transparently, considering value for money, and per CARE, donor, and government standards. S/he ensures collaboration and coordination with Country program teams and other departments for effective program implementation and is expected to stay current on sector developments, including best practices in-country and internationally, to ensure the Country Office (CO) is well aligned with market changes.

The Procurement Manager will work directly with the Assistant Country Director/Program Support and will be based in Accra, Greater Accra Region.

KEY RESPONSIBILITIES FOR THE ROLE

Procurement Planning, Management, and Reporting 

  • Assists multiple teams in preparing annual procurement plans, consolidates procurement plans received from different teams (programs, program support, and field offices), and oversees their implementation.
  • Creates and implements capacity-building strategies based on country-specific procurement periodic assessments.
  • Coordinates and consolidates procurement plans submitted by all projects in the CO.
  • Prepares and delivers monthly procurement and supply chain management reports to the line manager, as well as weekly procurement status updates to appropriate staff.
  • Ensures that procurement data is timely reviewed and used by budget holders to make accurate and informed decisions.
  • Analyzes industry trends and growing technologies to proactively detect supply-related concerns, mitigate risks, assure supply continuity, and identify potential market providers.

Leadership and Management of the Country Office Procurement Function.

  • Ensures that CARE Ghana receives the procurement management, analysis, and assistance it needs to achieve its strategic goals.
  • Leads the procurement department’s effective and efficient resource planning and management.
  • Ensures proper staffing/recruitment so that the procurement team can efficiently manage CARE’s resources, and collaborates with the program team to assign procurement department staff to each project as needed.
  • Manages the procurement team to achieve high levels of performance through clear roles and responsibilities, constant feedback, and reviews. Proactively tackles performance difficulties with timely constructive feedback and coaching.
  • Ensures that field office staff receive technical support and mentoring to provide all procurement services.
  • Leads the ongoing improvement of the procurement function.

Strategic sourcing for goods and services 

  • Analyzes industry trends and growing technologies to proactively detect supply-related concerns, mitigate risks, assure supply continuity, and identify potential market providers.
  • Maintains market information to ensure that costs and pricing are used effectively for proposal development and day-to-day operations.
  • Creates distinct purchasing strategies for products and services.
  • Leads the identification of vendors and evaluates performance to ensure the organization’s vendor mix is effective/optimal.

Policies, Procedures, and Systems

  • Implements policies, processes, and operational systems to ensure that CARE’s procurement system runs smoothly and that the procurement team provides exceptional customer service.
  • Maintains current understanding of relevant CARE, donor, and government procurement-specific policies, processes, and statutory requirements, including staying informed of any changes (e.g., in tax laws, labour laws, etc.) and assuring compliance.
  • Monitors the relevance of existing policies, processes, and systems to find opportunities for improvement and achieve higher efficiency; takes corrective steps as needed, referring to leadership and accountable management.
  • Ensures that all essential internal controls are in place and followed, as well as continuously identifying methods to tighten systems to reduce fraud risk.
  • Ensures that all offices have well-constituted procurement committees, resulting in consistent decision-making across all committees.

Required Skill or Experience

Knowledge

  • Strong awareness of donor procurement policies and procedures.
  • Knowledge of local markets, as well as local and international procurement regulations.
  • Strong analytical, negotiating, and communication abilities.
  • Ability to take the initiative to address problems that arise in everyday work and adjust or shift priorities.
  • Customer-focused, both inside and externally.
  • Proven linguistic ability in written and spoken English.

Experience

  • A minimum of 6 years of relevant procurement management experience, including at least 5 years in a similar job in an international organization handling both domestic and foreign procurement.

Education

  • A bachelor’s degree in business administration, procurement/purchasing, logistics, or an equivalent field is required.
  • A master’s degree in business administration, procurement/purchasing, logistics, or a comparable field is desired.
  • Relevant professional qualification in procurement and/or supply chain management (CIPS or equivalent is desired).
