- Job Title: HR Compliance Officer
- Location: Accra, Greater Accra Region
The Human Resource Compliance Officer is in charge of ensuring that all HR policies, procedures, and practices adhere to internal standards, legal requirements, and organizational guidelines. The function entails monitoring HR activities to guarantee compliance with labour laws, company rules, and data protection standards.
The HR Compliance Officer will be responsible for recruitment, onboarding, employee relations, safeguarding, and Diversity, Equity, Belonging, and Inclusion (DEBI). This position ensures that CARE Ghana’s HR procedures support a compliant, inclusive, and positive work environment while maintaining confidentiality and providing excellent customer service. The incumbent will address issues with tact, maturity, and diplomacy, helping to create a compliant and ethical environment.
The HR Compliance Officer will report directly to the Human Resource Manager and will be based at the Main Office in Accra, Greater Accra Region.
KEY RESPONSIBILITIES FOR THE ROLE
Manage Employee Documentation and Compliance.
- Maintain accurate, full, and legally compliant employee records, guaranteeing the safe preservation of personal and sensitive data.
- Ensure that data protection rules are carefully observed, including internal confidentiality standards.
- Prepare documents for legal actions, audits, and investigations as needed.
- Track and manage employee contract papers, including renewals, terminations, and probationary periods.
- Conduct periodic internal HR audits to ensure compliance and report on findings.
- Support HR external audits and verify adherence to company rules and regulatory requirements.
- Identify potential compliance issues in HR operations and recommend mitigating techniques.
- Maintain a current understanding of legal requirements, such as health and safety rules, data protection laws, and employment guidelines.
- Train HR personnel and management on compliance concerns, rules, and legal requirements.
Leave Management
- Review leave applications by organizational regulations to ensure adequate personnel levels are maintained.
- Ensure that all employee leave data is entered and updated into the HR system, including annual leave, sick leave, maternity/paternity leave, and other leave types.
- Regularly communicate with employees about their leave balances and rights, and resolve any questions or discrepancies.
- Collaborate with department leaders and supervisors to manage leave plans, ensuring efficient operations and adequate coverage.
- Provide employees with information about the company’s leave policy, including how to request leave and their leave rights.
Handle the petty cash and secure it.
- Keep the petty cash and pay or reimburse bills and receipts in accordance with the CARE Ghana petty cash policy.
- Provide receipts for payments made by employees and other stakeholders.
- Record petty cash transactions and provide appropriate reports on time.
- Account for all petty cash expenditures and make replenishment requests once two-thirds of the money has been gone.
- Keep all CARE chequebooks and disburse them to the Finance department under the policy.
- Ensure that completed cheque book stubs are appropriately stored.
Assist the HR Specialist in managing the worker benefits.
- Assist in enrolling new employees in benefit programs and updating employee benefit records (e.g., health insurance, pension).
- Liaise with benefit providers (health insurance, pension, etc.) to ensure that claims or changes in employee benefits are processed smoothly.
- Maintain accurate records of employee benefits, ensuring that all documentation is completed and properly preserved.
- Respond to staff inquiries regarding benefit programs, eligibility, and processes.
- Help with the creation and distribution of employee benefit communication materials, such as policy revisions or new initiatives.
Required Skill or Experience
Knowledge
- Legal and Regulatory Compliance
- Strong awareness of human resource ideas and procedures

- HR Operations and Administration: Compensation and Benefits
- Proficiency with Microsoft Office Suite and other HR software.
- Proven linguistic ability in written and spoken English.
Experience
- A minimum of 2–3 years of HR experience, preferably in an international NGO or comparable organization.
Education:
- Degree in Human Resource Management, Business Administration, or comparable subjects.
