Position: FINANCE MANAGER – GHANA JET PROJECT
Background
The Ghana Jobs and Economic Transformation (JET) programme, funded by the FCDO Ghana, is a £12 million private sector development programme aimed at attracting private FDI into selected strategic anchor industries in Ghana’s manufacturing sector, thereby creating job opportunities to support the country’s economic diversification and industrialization.
JET intends to leverage anchor investment in critical sectors and assist policy reform to generate approximately 7,000 jobs and £30 million in investment. The initiative prioritises the strategic industries of automotive, pharmaceuticals, textiles and garments, light manufacturing, and agricultural processing.
Purpose
The position’s primary responsibility is to oversee the financial aspects of the initiative. The Finance Manager is responsible for client invoicing, budgeting, and compliance standards, as well as coordinating annual external audits. The Finance Manager will also be in charge of managing the financial work plan, planning for and processing supply chain partner bills, and ensuring strong cost and compliance controls. The selected candidate’s primary responsibilities will include month-end, quarterly, and annual financial reporting to Palladium and the customer.
The Finance Manager will also be in charge of financial management for grantees on JET, ensuring that financial reporting and compliance are complete and of high quality. Also, The Finance Manager will work directly with clients, ensuring that they receive all budget and spending information regularly and contributing to quarterly reports.
The Finance Manager reports to the Programme Manager and will collaborate with the in-country program coordinator.
Primary duties and responsibilities:
Programme Financial Management
- Ensure that financial processes and procedures are executed in compliance with Palladium and FCDO guidelines.
- Maintain the program’s work plan, which will serve as the foundation for monthly and quarterly internal and external reporting.
- Provide financial reports to the client regularly and annually.
- Submit month-end processes and forecasts to Palladium central office under policies.
- Manage the external financial audit process and ensure that project records are retained under corporate policy.
Sub-contractor and Grantee Management:
- Help design project subcontractor/grant management procedures that are in accordance with the company’s SOPs and Guidelines, as well as the client’s rules and regulations.
- Check and process invoices from service providers, subcontractors, consultants, and grantees, and monitor bank accounts.
- Track and report on the status of partner budgets, invoicing, and grants.

Required skills and experience.
- Previous experience working in finance management for a sophisticated donor-funded country programme.
- Experience in a client-facing capacity is required.
- Fluency in English is necessary.
Preferred Skill and Experience
- Knowledge and expertise in managing grantees’ financial elements in international development initiatives.
- Previous experience working on big FCDO/DFID/FCO-funded initiatives is preferred.
- A postgraduate degree or related professional experience in fields such as finance, accounting, law, corporate management, and international development.
