POSITION: National Programme Specialist

FAO’s Strategic Framework 2022-31 promotes the transition to more efficient, inclusive, resilient, and sustainable agri-food systems for better production, nutrition, the environment, and a better life, leaving no one behind, to achieve the 2030 Agenda.

The FAO Representation in Ghana is the first stop for analyzing and evaluating government assistance requests, identifying, formulating, implementing, and monitoring all FAO programs and projects, and managing all project cycle phases for national projects for which the Technical Cooperation Department has operational and budget holder responsibilities.

Ghana and the UN FAO are executing the EU Food Security Response in Northern Ghana (GCP/GHA/040/EC) initiative (2023-2026) to aid 10,000 households.

Over three agricultural seasons, the initiative will support 6 000 maize farmers to produce 18 000 Mt, 2 400 millet farmers to generate 5,184 Mt, and 4 200 sorghum farmers to produce 8,517 Mt in specified districts.

This will also provide farmers, notably women and youth, and value chain actors with post-harvest technology along the groundnut, soybean, and vegetable (tomato) value chains and improve their climate change adaptation skills. Sustainable food production and food system resilience are more important than ever.

Reporting Lines

The National Programme Specialist will be overseen and guided by the FAO Representative to Ghana, with technical supervision provided by the Lead Technical Officer (LTO) and direct supervision from the Project Technical Adviser.

Technical Focus

Programme formulation, coordination, and operational management are founded on an understanding of the local conditions, culture, and institutions in northern Ghana.

Tasks and Responsibilities

Specifically, he or she will:

  • Contribute to the management of country office programs, including the administration and implementation of program and project strategies, processes, and procedures.
  • Support senior colleagues by helping to coordinate and oversee project execution and activities, taking into account in-country multi-stakeholder engagement frameworks and/or existing arrangements.
  • Develop and/or review the Terms of Reference for the affiliate workforce to verify compliance with current standards and regulations.
  • Contribute to the execution of Ghana’s Country Programming Framework (CPF) Priorities, such as “Sustainable Natural Resource Management for a Safe, Secure, and Productive Environment” and “Resilient Livelihoods for Reduced Vulnerability and Rural Poverty”.
  • Other tasks may be assigned as needed.

Minimum requirements

  • Advanced university degree in agriculture, agricultural economics, forestry, fisheries, or any other discipline relevant to the organization’s activity.
  • A minimum of five years of proven knowledge and experience in agricultural development, project execution, and programming, as well as other relevant technical experience.
  • Working understanding of English (proficient, level C).
  • National of Ghana or a resident of the country with a valid work permit.

Technical/functional skills

  • Work experience in more than one place or area of work, especially in field positions, is advantageous.
  • Experience with programme/project development (including formulation and analysis) and management (implementation and monitoring).
  • Demonstrated awareness of the technical program’s objectives and functions, operational guidelines, and project/program management procedures, ideally, those used by the United Nations or FAO, would be regarded as an asset.
  • Ability to operate under pressure and adapt to a developing and complicated humanitarian setting, as well as within a multidisciplinary and culturally diverse team.
