POSITION: Agribusiness Officer
Organizational Setting
The Regional Office for Africa (RAF) identifies, plans, and implements FAO priority initiatives in Africa to address regional food security, agriculture, and rural development issues. It ensures a multidisciplinary approach to programs, establishes regional priorities for FAO, and develops, promotes, and oversees FAO’s strategic response to regional objectives in conjunction with headquarters Divisions/Offices/Centres.
RAF also assists on incorporating regional priorities into the Organization’s Work Programme and Budget, implementing permitted regional programmes and projects, evaluating program implementation, and highlighting issues. In particular, RAF maintains partnerships with Regional Economic Integration Organizations.
The post is located in the Regional Office for Africa (RAF) in Accra, Ghana.
Reporting Lines
The Agribusiness Officer reports to the Regional Programme Leader and is overseen by the Assistant Director-General/Regional Representative for Africa (ADG/RR, RAF). He/she will collaborate with other Technical Officers in Partnerships and South-South Cooperation at the HQ and RAF.
Technical Focus
Coordinate and lead the development, implementation, and evaluation of strategies, policies, and agricultural investment operations, with a focus on agribusiness development and the establishment of an enabling environment for efficient and inclusive agriculture and food systems, including the operation of agricultural support services to rural markets and finance institutions.
Key Results:
Comprehensive technical and policy experience to help plan, develop, and implement regional programs, projects, goods, and services in conformity with regional goals and the FAO Strategic Framework.
Key Functions.
- Plans and leads diverse team components; leads and/or participates in internal committees, project teams, and working groups; and/or offers specialist experience on technical networks, international technical policies, and standard-setting bodies.
- Creates technical, analytical, monitoring, and reporting frameworks, as well as related techniques, tools, systems, and databases, to assist with the design, implementation/delivery, and monitoring of work programmes, projects, products, and/or services.
- Plans and executes research, data collection, validation, analysis, and/or reporting activities to support the development of technical standards, international instruments, innovative approaches and strategies, new tools, technologies, technical reports/publications, and/or policy proposals, as well as providing technical/policy/specialist/advice and expertise.
- Responds to country requests for technical and policy help; offer technical advice, guidance, and solutions to Decentralized Offices; and provide technical support to field initiatives.
- Participates in, provides technical support for, and ensures the quality/effectiveness of capacity development and knowledge-sharing activities within Member Nations, such as policy support, organizational development, and individual learning events, including the creation of related information, learning materials, and online tools.
- Encourages international cooperation, advocates for best practices, and fosters policy dialogue; provides technical expertise at international/intergovernmental events.
- Takes part in resource mobilization initiatives in line with the FAO Corporate Strategy.
Special Functions
- Helps with the development of strategies, agricultural marketing, logistics, operations, Agra finance, business consultancy, and agribusiness policies, including micro, small, and medium-sized companies (MSMEs). Provides intellectual leadership in the design and implementation of interventions to promote equitable and sustainable agrifood value chain growth.
- Creates concepts, procedures, guidelines, and indicators for agribusinesses and MSMEs in areas such as agricultural marketing, logistics, operations, agri-finance, and business advisory.
- Provides Member Nations with technical assistance and reviews, as well as capacity building in agricultural marketing, MSMEs, and agrifood value chain development.
- Analyzes chosen agricultural sectors/food chains, including food security and safety concerns, and evaluates the viability of agribusiness investment initiatives.
- Analyzes the restrictions and opportunities associated with agricultural investment alternatives, focusing on market functionality; supports services, trade policies, market institutions, organizations, agri-financing, risk management systems, MSMEs, and private sector interactions.
- Organizes and supports conversations on agribusiness investment-related policy issues, bringing together members from the private and governmental sectors to develop a consensus on better policies to improve the enabling environment for private investments.
- Offers technical help and guidance on agricultural investment initiatives involving marketing, MSMEs, and value chain development.
- Analyzes and offers technical assistance on regional and international trade facilitation, policy, and investment promotion.
- Fosters partnerships with private sector organizations, cooperatives, partners, collaborators, development finance institutions, and private financing and impact investors.
- Evaluates investment opportunities at all levels of selected value chains, including market functionality, support services, trade policies, agri-financing, and risk assessment.
- Identifies and analyzes agricultural investment-related policy challenges, and creates public and private platforms to promote an enabling climate for investment across the value chain.
- Contributes to the production of knowledge goods, such as analytical work and practical tools, in agriculture, marketing, MSMEs, and value chain development.
Minimum requirements
- A graduate degree in agriculture, agro-industry, economics, agricultural economics, or a related discipline.
- Minimum of 7 years of relevant experience in agro-industry systems development, agrifood industry, economics, management, value chain analysis, agribusiness, and market development, including formulation and implementation of agricultural investment operations.
- Proficiency in English (proficient – level C) and intermediate knowledge (level B) of another FAO official language.
Competencies include a focus on results, teamwork, communication, building effective relationships, and knowledge sharing for continuous improvement.
Technical/functional skills
- Work experience in multiple locations or areas of work, particularly in field jobs, is advantageous.
- A basic understanding of French (intermediate-level B) is considered a benefit.
- Prior experience helping design, implement, and evaluate agricultural investment strategy and policy development, focusing on agribusiness development and creating an enabling environment for efficient and inclusive agricultural and food systems, including operational agricultural support services to MSMEs, rural markets, and financial institutions.
- Provide technical expertise and capacity development for (i) designing investment operations to mobilize resources for agricultural value chains in collaboration with country stakeholders and cooperating partners, and (ii) assisting with FAO Strategic Framework-compliant implementation and evaluation.
- Comprehensive technical and policy skills to plan, develop, and implement regional programs, initiatives, commodities, and services in accordance with regional and FAO strategic objectives.
- Wide range of experience in analyzing, designing, implementing, and assessing agrifood industry development strategies, initiatives, and projects.
