Chemonics is looking for a Senior Program Officer – Private Sector Development for the USAID Frontier Health Markets (FHM) Engage project in Ghana, which will be based in Accra and commence on October 1, 2024. The purpose of this activity is to provide strategic and technical support to Ghana’s Chief of Party (COP) in the implementation of private-sector development activities.
FHM Engage is a global cooperation agreement that enables local actors fulfill supply-side capacity shortages and consumer preferences while offering equitable access to high-quality family planning and other health services and products in mixed health systems. In Ghana, FHM Engage builds on the Health Systems Accelerator (“Accelerator”), which worked with the Ministry of Health and other local partners to improve Ghana’s health system.
Better market conditions for public and private health product and service delivery, as well as more equal access and uptake of quality consumer-driven health products and services, with a focus on family planning and maternal health outcomes, are envisaged.
As part of the Ghana team, the Senior Program Officer will oversee private sector field support activities under the COP’s supervision, ensuring quality execution within FHM’s market development methodology. The Senior Program Officer will work with the COP, Ghana country office staff, and a core team of US specialists with market development knowledge. The Senior Program Officer will monitor, evaluate, learn, and create reports and deliverables for the FHM Engage Ghana work plan.

Responsibilities:
The technical focal point for FHM Engage’s private sector work in Ghana, working with FHM Engage Leadership, the Project Management Unit, consortium partners’ technical leaders, the MERL team, and international, regional, and local implementation partners, is led by the Ghana COP.
Activity Implementation
- Ensure that project activities are compatible with established evidence-based good practice in private sector engagement, including the application of market development methodologies; and effective approaches and tools to implement these practices.
- Lead or assist technical work in issue areas such as analyzing and publishing technical reports, case studies, agreed-upon deliverables, and technical tools on topics linked to health market development and private sector participation.
- Support the creation and implementation of assigned activities in Ghana, including strategy development, implementation planning, and technical direction of activities.
- Help identify and recruit persons with technical skills who may be available for short- and long-term jobs.
- Manage short-term consultancies for the implementation of private sector work plan activities.
- Ensure all actions are carried out in full conformity with standard operating procedures, USAID rules and regulations, and national policies and laws.
Facilitate partnership development.
- Work with the Partnerships Advisor to find local or regional groups to implement activities. Ensure partner work is FHM Engage-compliant and high-quality. Track implementation timetable changes and alert project management.
- Enable the scaling up of market-based approaches co-created with key public-private stakeholders and supported by cutting-edge technical, business, and market segmentation analysis, among other services, to ensure sustainable and equitable access to family planning and other health products, services, and information
- Manage the connection with partner organizations on compliant input delivery and the achievement of agreed-upon outputs and outcomes, as appropriate.
- Conduct technical and capacity assessments of identified partners.
Promote the learning agenda.
- Share local contextualized data, global lessons, and new ideas in private sector participation and market growth with the FHM. Engage the technical team in conjunction with the COP to encourage shared learning.
- As needed, act as a liaison for private sector-related work with project stakeholders and counterparts.
- Inform COP and other stakeholders, as needed, about market development technical trends, and programming priorities in Ghana.
- Provide thought leadership to enhance health market development initiatives, including creating evidence, learning, and innovation to increase our understanding of local health markets and ways to overcome market failures.
- Document processes and accomplishments linked to private sector activity throughout the project, including oversight of private sector activities to ensure learning is captured and distributed.
- Collaborate with the communications team to summarize significant findings for FHM.
- Engage in regular reporting and internal and external distribution relevant to areas of responsibility and expertise, including technical working groups, conferences, learning events, and blogs.
Qualifications:
To do this work successfully, a person must be able to do each important duty and obligation satisfactorily. The qualifications mentioned below are typical of the knowledge, skills, and/or abilities required to execute the primary responsibilities.
- A bachelor’s degree is required, although a master’s degree in public health, business, economics, or a related discipline is desirable.
- A minimum of ten years of relevant expertise in health market development for services or products, ideally in targeted technical assistance in market facilitation approaches, preferably in Africa.
- Demonstrated technical leadership in market development methodologies, social business development, private sector participation, mixed health systems, family planning, and/or maternal health outcomes.
- Extensive expertise in providing technical help and mentoring for technical teams
demonstrated experience working with USAID initiatives. - Ability to establish good ties with host country governments, funding agencies, international organizations, and the corporate sector.
- Willingness and capacity to adjust to the project’s changing needs as needed
- Ability to work in a highly matrixed and remote context. Excellent interpersonal skills, including the ability to create and maintain effective working relationships with clients, coworkers, partners, technical specialists, and essential project stakeholders.
- Proficiency in English is essential.
- Experience with data reporting is preferred.
