POSITION: Senior Gender Officer
The Regional Office for Africa (RAF) is in charge of guiding FAO’s response to regional priorities in food security, agriculture, and rural development by identifying, planning, and implementing FAO priority activities in the region. It assures a multidisciplinary approach to programs, defines priority areas of action for the Organization in the region, and, in partnership with headquarters Divisions/Offices/Centres, develops, promotes, and oversees FAO’s strategy response to regional objectives.
RAF also advises on the incorporation of regional priorities into the Organization’s Work Programme and Budget, as well as the implementation of authorized regional programmes and projects, evaluates program implementation levels, and brings attention to faults and shortcomings. RAF establishes and maintains relationships with regional institutions, especially Regional Economic Integration Organizations (REIOs).
The Regional Office promotes regional policy discourse on food security, agriculture, and rural development issues, enables the formation of regional partnerships, and helps to create capacity and mobilize resources for food security, agriculture, and rural development in the region.
Gender equality and women’s empowerment are central to the Regional Office’s programme, and it is committed to achieving gender equality in sustainable agriculture and rural development for the elimination of hunger and poverty, in accordance with regional priorities and the FAO Corporate Policy on Gender Equality 2020-2030. The gender team at RAF collaborates with all regional projects and provides technical help to Subregional and Country Offices in the region. It coordinates a network of over 56 gender focal centers, as well as alternately implementing and monitoring the FAO Gender Equality Policy at regional levels. It also creates and manages specific programs following significant regional priority themes.
The position is based in the Regional Office for Africa, RAF, in Accra, Ghana.
Reporting Lines
The Senior Gender Officer reports to the Regional Programme Leader, RAF.
Technical Focus
Gender equality and economic empowerment for rural women.
Key Results:
Leadership and conceptual thinking for developing and implementing comprehensive technical, statistical, and/or analytical frameworks to support the work program and related products, projects, and services under the FAO Strategic Framework and the Organization’s Gender Policy.
Key Functions
- Plans, manages, or leads highly specialized or multidisciplinary teams; leads, coordinates, and/or participates in organizational-wide committees, project teams, and working groups; and/or provides technical leadership/secretariat services on technical networks, as well as international technical policy and standard-setting bodies.
- Analyzes global and country-specific requirements, as well as agricultural, economic, social, and environmental issues, to provide vital input to the FAO Strategic Framework, Program of Work, Detailed Work Plans, and supporting budgets and/or resourcing strategies.
- Oversees and reviews gender-related data collection, validation, analysis, and reporting activities to support the development of technical standards, international instruments, innovation, FAO flagship publications/yearbooks, and/or ongoing program development, as well as technical and/or policy advisory services.
- Provides technical and policy guidance to Member Nations, as well as technical assistance to the region’s Decentralized Offices in the creation and implementation of their work programmes.
- Plans, organizes, and participates in capacity-building activities such as advice, technical assistance projects, training workshops, seminars, and meetings, as well as overseeing the creation of related documents, online tools, and information kits.
- Represents the Organization at international and intergovernmental meetings and conferences, advocating for strategic partnerships, best practices, and greater policy discussion; and developing and negotiating successful working relationships, consensus, and agreements with international and national partners.
- Leads and/or participates in resource mobilization initiatives that align with the FAO Corporate Strategy.
Specific Functions
- Conducts policy analysis and research on effective strategies to reduce gender inequities and empower women in agriculture, food security and nutrition, and rural development.
- Provides technical assistance to FAO Member Nations in developing and implementing gender-responsive agriculture, rural development, food security and nutrition, climate change, and resilience policies and programmes, as well as in carrying out gender commitments enshrined in regional agreements, global frameworks, and international conventions.
- Ensures that all policies and activities supporting FAO’s gender equality policy are implemented in the region/subregional FAO field programme, encouraging synergies and coherence with other agriculture and food development policies.
- Ensures that gender equality and women’s empowerment issues are addressed, monitored, and reported on in all narrative and field activities, and provides technical assistance to Subregional and Country Offices in tangibly incorporating gender equality into field activities across humanitarian, resilience, and development contexts.
- Provides direction, technical assistance, and capacity building to FAO personnel, Member Nations, and regional economic bodies on matters concerning gender equality and women’s empowerment.
- Coordinates and strengthens the regional network of Gender Focal Points (GFP), which includes Subregional and Country Offices, and contributes to the consolidation of a regional network of gender experts capable of assisting Members in incorporating gender, equity, and rural employment into their policies, programs, and projects.
- Coordinates gender work and partnership development in critical priority areas such as trade, markets, value chain, and agri-entrepreneurship development; digitalization; sustainable small-scale fisheries and livestock development; gender-responsive resilience and disaster risk reduction; and climate action.
- Performs any other related duties as assigned.
Candidates will be assessed against the following criteria:
Minimum Requirements
- Advanced university degree in gender studies, political science, economics, international development, or a related social science.
- Ten years of relevant experience in socio-economic analysis, policy analysis and support, and capacity development for incorporating gender dimensions into policy and program formulation and implementation in agriculture, rural development, food security and nutrition, and poverty reduction.
- Working proficiency (proficient – level C) in English, as well as intermediate (level B) understanding of another official FAO language.

- Work experience in more than one place or area of work is required, especially in field employment.
- Relevant expertise in analyzing and incorporating gender factors into policy and program creation, implementation, and evaluation, particularly in agriculture, rural development, food security and nutrition, and poverty alleviation.
- Strong analytical abilities and relevant professional expertise in policy support and gender policy analysis, including familiarity with policy-related capacity development methodologies and policy support technologies.
- Experience doing socio-economic research, analyzing gender-disaggregated data and statistics, and applying results to improve agricultural and rural development, food security and nutrition, and poverty-reduction policies and programmes.
- Proven capacity to mobilize resources.
