POSITION: HR Specialist (RAF)

Organizational Setting

The Regional Office for Africa is in charge of leading FAO’s response to regional priorities for food security, agriculture, and rural development, including the identification, planning, and execution of priority programs in the region. It assures a multidisciplinary approach to programming, defines priority areas of action for the Organization in Africa, and, in partnership with headquarters offices and divisions, develops, promotes, and oversees FAO’s strategy in response to regional priorities.

RAF also advises on the incorporation of regional priorities into the Organization’s Work Programme and Budget, as well as the implementation of authorized regional programmes and projects, evaluates program implementation levels, and brings attention to faults and shortcomings. RAF establishes and maintains relationships with regional institutions, especially Regional Economic Integration Organizations (REIOs).

The Regional Office promotes regional policy discourse on food security, agriculture, and rural development issues, enables the formation of regional partnerships, and helps to create capacity and mobilize resources for food security, agriculture, and rural development in the region.

Reporting Lines

The Human Resources Specialist works under the direction of the Regional HR Officer, the overall technical guidance of the Human Resources Division, and in close coordination with the regional Human Resources Unit to fulfill the following functions:

Technical Focus

The Human Resources Specialist is responsible for coordinating and carrying out HR-related responsibilities in compliance with FAO norms and regulations.

Tasks and responsibilities

  • Assist with annual recruiting planning under the leadership of the regional HR Officer.
  • Monitor and analyze the percentage of filled and empty positions in the Regional Office and its decentralized offices, as well as data and statistics on post occupancy, staff category and grade, funding type, and gender distribution.
  • Assist the regional HR Officer with day-to-day management of the Regional HR Unit, as well as supporting the efficient and effective delivery of HR services.
  • Attend internal and external meetings as needed by the regional HR Officer.
  • Coordinate and communicate with key business units/stakeholders, including the Human Resources Division and the Shared Service Centre, about HR strategy, policies, guidelines, and the implementation of corporate HR initiatives in the Region.
  • Assist the regional HR Officer in ensuring the smooth execution of regional HR initiatives.
  • Advise hiring managers on staffing and affiliate workforce issues.
  • Prepare information notes on key HR issues for Senior Management’s visits and missions.
  • Assist with the employment of personnel and affiliate labor.
  • Coordinate post-management actions at regional and national offices.
  • Support internal and external HR audits and ensure that agreed-upon actions/recommendations are completed.
  • Identify capacity gaps and training requirements for the HR staff, and recommend strategies to close the gap through capacity development or other knowledge sharing opportunities.
  • Maintain secrecy and use discretion when handling sensitive information.
  • Carry out additional duties as assigned.

Minimum requirements

  • Advanced university degree (for consultants) or university degree (only for PSAs) in human resources, law, social sciences, business administration, international relations, or a similar discipline.
  • At least 5 years (level B) of relevant experience in human resources management in an enterprise with global reach.
  • Working knowledge of English (Level C) and a basic understanding (Level B) of one of the other FAO languages (for consultants).

  • Relevant experience in international recruitment
  • Experience with HR information management systems
  • Knowledge of HR policies in the UN system preferred

  • Working knowledge of French is considered a benefit.
