Job Description.
- Job Title: Senior Project Manager for ICT4D in LSFF department.
- Grade: 8.
- Report to: Technical Advisor, MEAL LSFF
- Country/location: Burkina Faso
As the ICT4D Project Manager for the Large-Scale Food Fortification Project in West Africa, you will oversee all ICT4D activities and provide technical support to implementing partners at the country and regional levels to advance Catholic Relief Services’ (CRS) work to serve the poor and vulnerable. Your ICT4D and data management abilities will guarantee that the project adheres to best practices and is continually working to increase the impact of its benefits on those we serve through a successful MEAL program.
Job Responsibilities
- Ensure that you carry out all ICT4D and project data management activities assigned to you in accordance with the comprehensive implementation plan, CRS program quality principles and standards, donor requirements, and best practices.
- Provide technical solutions to public sector teams, both remotely and on-site, for the planning and implementation of data collection tools (digital and standard), documentation of best practices, and accountability initiatives, thereby ensuring high-quality implementation and accountability of the large-scale food fortification project in West Africa.
- Provide assistance to country teams in the process of incorporating fortification data into national databases, including nutrition surveys at national and regional levels.
- Lead the process of digitizing food fortification data in the project’s intervention countries as well as at the regional level by providing technical support to national alliances of the regional strengthening association in order to increase evidence availability and improve decision-making for the West African food fortification program.
- Contribute to the conduct of rapid studies and surveys on the knowledge, coverage, and acceptability of fortified foods in the project’s implementation country, in order to ensure the availability of evidence for decision-making and thus improve the fortification program’s implementation.
- Support large-scale fortification capacity building programs for staff and partners by assisting in the development of learning and training techniques and curriculum/curriculum, as well as conducting trainings and workshops and providing mentoring.
- Contribute to monitoring LSFF project indicators and analysing data from the West African fortification program.
- Participate in the reporting of the LSFF project and the writing of new proposals for large-scale fortification headed by CRS.
- Contribute to the maintenance of relationships with donors, peer organizations, research, and other institutions; participate in LSFF forums; gather and share best practices; and promote CRS’s work.
- Assist in ensuring compliance with donor and agency MEAL regulations.
Required Skill or Experience
Education & Experience
- A bachelor’s degree is necessary in statistics, computer science, information management, or nutrition. A degree in public health or epidemiology would be beneficial.
- A minimum of two years of professional experience in project assistance, preferably with online data administration.
- Additional degrees may replace some of the experience; additional experience may replace some of the studies.
- Experience working with partners, providing technical support for data collecting and analysis, and organizing research and surveys.
- Experience working in an international team is advantageous.
- Experience with online data collection tools (ODK, Kobo Collect, ComCare, etc.), visualization and statistics (DHIS2, Tableau, Power Bi, R…), and geographic information systems (QGIS, ARGIS, etc.).

- Foreign language essential or desirable: The working languages are English and French. Fluency in Portuguese is an asset.
- Travel required: this post will need travel for 40% of the working hours in West African countries.
Key Labour Relations Supervision:
- Internal: WARO LSFF; CRS national program personnel in the 15 ECOWAS nations where the project may have an impact due to the location of the staff/consultant or the training/convening sites; additional CRS QAP-HQ staff or staff who may go to the area to support the LSFF project.
- External actors include peer executing agencies, government stakeholders, business sector entities, suppliers, consultants, and partners.
