3 Big Canada Immigration Plans for International Students

Canada has announced additional steps to improve the integrity of international students. The integrity of the program for international students would be strengthened, as indicated by Canada’s immigration minister, Mark Miller.

The minister made it clear that while he opposes capping the number of new foreign students admitted, the federal government is launching a new program to check the letters of acceptance (LOA) that prospective international students require to apply for a study permit.

Furthermore, by the fall semester of 2024, the government plans to implement a new recognized institutions system for Canadian Designated Learning Institutions (DLIs). Colleges, universities, and other educational establishments that have been permitted by provincial and territory governments to accept international students are known as DLIs.

Higher standards for services, assistance, and results for international students will be established by the framework. The idea’s justification is that DLI who satisfy specific IRCC Integrity requirements would be qualified for specific advantages, like ACC’s priority processing of study permit applications. IRCC PGWP Review

Miller also declared that the IRCC will unveil adjustments in the next months and that it will undertake its first evaluation of the well-liked Post-Graduation Work Permit (PGWP), which hasn’t been examined in ten years. He claims that the objective is to adjust the PGWP to meet the needs of francophone and regional immigration as well as Canada’s workforce shortages in industries with higher demand.

The number of study permits issued by the Canadian government is still very high. Immigration, Refugees and Citizenship Canada (IRCC) issued over 280,000 new study permits between January and June 2023, a 77% increase from the same period in 2022.

International Student Challenges

The declaration made today follows the discovery earlier this year that over 700 Indian students studying in Canada faced deportation after learning that the Canadian government had found their letters of acceptance (LOAs) to be fraudulent. The deception wasn’t detected until after several of the students had finished their courses and were submitting applications for permanent residency. several of the students had arrived in Canada to study in 2018 and 2019.

According to reports, a dishonest immigration expert in India who has since vanished faked the LOAs. International students unaware of or complicit in the fraud were spared from deportation. Thus, according to an announcement made at the time by the IRCC.

International Student Integrity

Members of the Canadian Senate recently released a report that focused on the integrity of international students. Integrity among international students was also recently highlighted, owing to a report published on September 20 by four Canadian Senate members. In addition to stressing the advantages of international students for Canada’s economy, social structure, and culture, the research also identified several issues with the integrity of the country’s international student system.

The research emphasizes that among them, education agents—those who act as middlemen abroad on behalf of prospective international students—play a crucial part in jeopardizing the integrity of Canada’s international student population. This is due to the possibility that numerous education agents could steer overseas learners into a post-secondary degree in Canada that isn’t qualified for a post-graduate work permit (PGWP).

It remains a waste of time and money to complete a degree that does not qualify graduates for a PGWP. Mainly because they might not find employment or transition to permanent residents after graduation.

International Student Integrity: Miller’s comments

Miller’s previous remarks raise questions about his integrity. Since taking on the role of Canada’s immigration minister this summer, Miller has spoken out on the integrity of international students on multiple occasions in interviews. Since the summer, Miller has drawn attention to the seriousness of this issue by highlighting the problems with integrity. Mainly related to the present Canadian visa application procedure for overseas students.

In a statement that echoed many of the issues raised in the Senate report, Miller claimed that actors hoping to exploit international students are giving them false hope. According to the minister, IRCC is aware that going forward, a direct approach is necessary. During a hearing earlier this week before the Canadian Parliamentary Committee for Citizenship and Immigration, he also discussed the importance of addressing Integrity issues.
