POSITION: Monitoring & Evaluation (M&E) Consultant

About the CIP Ghana Project – Inyabon MedSync 

The Inyabon MedSync Project, part of the Country Innovation Platform – Ghana Pilot (CIP Ghana), is a stock monitoring system using SMS to enhance the availability of essential medicines in healthcare facilities throughout the Northern and Savannah Regions.

To guarantee efficient monitoring, data validation, and impact evaluation, we are looking for a seasoned M&E Consultant for a one-month contract to carry out a thorough assessment of the system’s implementation and effectiveness.

The Inyabon MedSync Project receives backing from Grand Challenges Canada (financed by the Government of Canada) via the Ghana Pilot of the Country Innovation Platform — a collaboration among the Ghana Health Service, USAID’s Center for Innovation and Impact (CII), and

Overview of Role 

The M&E Consultant will be tasked with performing a thorough assessment of the Inyabon MedSync Project. The consultant will evaluate data quality, user engagement, system efficiency, and effects on stock management, delivering essential insights to guide further improvements.

This position is temporary (one month) and demands proficiency in M&E, data analysis, health program evaluation, and supply chain oversight.

Main Duties

Swift Evaluation & Information Verification 

  • Carry out data validation tasks to evaluate the correctness of stock reporting.
  • Assess the dependability and uniformity of inventory tracking data based on SMS.
  • Recognize any inconsistencies or gaps in reporting and the utilization of the system.

User Engagement & Feedback Assessment 

  • Perform interviews/surveys with healthcare professionals utilizing the system.
  • Evaluate the user-friendliness, adoption levels, and difficulties encountered by users.
  • Suggest ways to enhance usability and boost engagement.

Evaluation of System Performance and Impact 

  • Assess the efficiency of Just-In-Time (JIT) inventory control.
  • Evaluate the effect of the system on minimizing stock outs and improving stock levels.
  • Pinpoint major obstacles that impact the effectiveness of supply chain oversight.

Reporting and Suggestions 

  • Create a concluding assessment report that outlines essential discoveries and observations.
  • Offer practical suggestions for enhancing the system and increasing scalability.
  • Share results with Zomujo Foundation and project stakeholders.

Requirements

  • Education: Master’s degree in Monitoring & Evaluation, Public Health, Social Sciences, Statistics, Health Informatics, or a similar discipline.
  • Experience: At least 5 years of experience in monitoring and evaluation roles related to health programs, digital health, or supply chain management.
  • Technical Proficiency: Robust skills in data validation, impact evaluation, and reporting utilizing software like SPSS, Power BI, Excel, DHIS2, or STATA.
  • Knowledge of Health Supply Chain: Experience with inventory management, predictive models, and health logistics is advantageous.
  • Soft Skills: Outstanding analytical, problem-solving, and stakeholder interaction skills.
