POSITION: DEPUTY CHANCELLOR
The ZCAS University Council requests applications from qualified and experienced individuals for the role of Vice Chancellor.
INFORMATION ON ZCAS UNIVERSITY
In 2016, Zambia Centre for Accountancy Studies (ZCAS) established a fully owned subsidiary, ZCAS University Limited, under the Companies Act No. 26 of 1994, which has since been repealed and replaced by the Companies Act No. 10 of 2017. That year, ZCAS University Limited founded and registered a private institution, ZCAS University, in accordance with the Higher Education Authority Act No. 4 of 2013, in conjunction with the Higher Education (Amendment) Act, 2021. ZCAS University provides undergraduate and postgraduate degrees in Accountancy, ICT, Law, Finance, Social Sciences, and Business-related fields. The University is located on parcel 5309, Dedan Kimathi Road, Lusaka.
Duties
The Vice Chancellor, reporting to the Chairperson of the University Council, will manage the planning, organization, coordination, and operation of the university in accordance with the guidelines set by the University Council. This position must be carried out in compliance with the Higher Education Act No. 4 of 2013, along with the Higher Education (Amendment) Act, 2021.
The primary duties of the Vice Chancellor will encompass, though not exclusively, the following:
- Act as the educational, financial, and administrative leader of the university, offering strategic guidance and direction to guarantee academic and operational excellence and growth;
- Boost and improve the standing of ZCAS University on both local and global scales;
- Supervise the creation and execution of the university’s strategic plan, policies, and objectives;
- Supervise employee performance assessments and drive initiatives to cultivate a talented, knowledgeable, and engaged team;
- Act as Chair of the University Senate, Executive Management Committee, and all other relevant management committees;
- Encourage an environment of inquiry, creativity, and ongoing enhancement in both academic and administrative sectors;
- Foster and sustain robust connections with government agencies, industry collaborators, alumni, and the wider community;
- Manage the budgeting process and drive the mobilization of resources required for the university’s operations and development, while guaranteeing their careful and effective utilization;
- Generate quarterly and yearly operational performance reports and present them to the University Council;
- Generate creative methods to enhance the university’s infrastructure for facilitating administrative and academic functions; and,
- Lead efforts that enhance diversity, inclusion, and equity across the university.
Requirements and Experience Needed
- School certificate for Grade 12 or its equivalent with a minimum of five credits, including Mathematics and English;
- A Bachelor’s degree or its equivalent in a related field from a recognized University;
- A earned Master’s degree or similar qualification in a pertinent field of study from a respected University;
- A PhD obtained in a pertinent discipline or a comparable qualification;
- An internationally recognized academic who should have achieved a minimum of Senior Lecturer status or ideally hold the title of Professor; and,
- A minimum of ten (10) years of high-level executive leadership experience, including at least five (5) years in post-secondary education.

- An inspiring vision of how ZCAS University ought to establish its position and evolve in light of emerging opportunities and challenges (strategic leader and forward thinker);
- Capability to express common objectives and rally and motivate others around the vision;
- Demonstrated ability in resource mobilization;
- Ability to remain resilient and work efficiently under pressure while collaborating with governance committees;
- Robust business insight and capability to evolve a developing educational institution into a premier University;
- Should be proficient in using computers; and,
- Should not possess any criminal history.
Tenure: The Vice-Chancellor shall be appointed for an initial duration of five (5) years.
Compensation: A competitive salary package will be provided to the chosen candidate.
