The Sustainable, Resilient, and Inclusive Growth and Structural Transformation pillar of UNDP’s Ghana Country Programme Document aims to:

Climate change is a UNDP worldwide priority. UNDP is ideally positioned to work with all sectors of society to mobilize institutions and resources to help nations execute their Nationally Determined Contributions (NDCs) under the Paris Agreement, working in over 170 countries and territories. Through Climate Promise, UNDP provides technical support to 114 countries (including Ghana) to boldly decrease emissions, build climate resilience, and support sustainable development. The NDC Support Programme helps 36 countries (including Ghana) implement their NDCs and set more ambitious climate targets that match with national development aspirations.

Increasing its project portfolio, UNDP Ghana prioritizes climate change. The UNDP Country Programme Document strengthens public institutional capacities to reduce environmental degradation and implement climate action and promotes green jobs, citizen participation in environmental conservation, and community resilience through information, knowledge, and tools.

UNDP is implementing Ghana’s Paris Agreement commitments with the Ministry of Environment, Science, Technology, and Innovation and other institutions to address climate change holistically and strategically, gender-responsively, and using different financial mobilization strategies. This approach includes supporting attractive and practical funding plans, accessing vertical funds, using international cooperation mechanisms in Article 6 of the Paris Agreement, and boosting local capacities (including the private sector) to mobilize climate finance. The UNDP helps locals adapt to climate change and reduce disaster risk.

Position Goal

The job facilitates access to tested novel techniques, ideas, and technology to assist communities mitigate climate change, adapting to it, building resilience, and conserving the environment.

UNDP is working with the Ministry of Environment, Science, Technology, and Innovation and other agencies to improve gender-responsive climate action planning and delivery at the national and local levels. Also, UNDP localizes and implements the Nationally Determined Contribution commitments with the government, supporting policy coherence and coordinating climate change, DRR, green, and circular economy actions across sectors. UNDP is helping the government execute Article 6 Co-operative bilateral initiatives in agriculture and trash. UNDP is also forming new partnerships and strengthening existing ones with civil society organizations (CSOs) to advocate and support inclusive participation for all segments of society, including women and youth, in decision-making, natural resource management, waste management, energy transition to cleaner fuels, and energy efficiency.

Build relationships with the private sector to strengthen institutions’ services, including MSMEs, to leverage extra finance for enhanced productivity and green, inclusive, and equitable decent jobs, especially for youth.

UNDP is conducting targeted and catalytic interventions that could produce best practices for scaling and replication. UNDP uses its global expertise and network to help the private sector make production/manufacturing more environmentally sustainable, participate in inclusive markets, and deliver green products and services, especially to take advantage of the African Continental Free Trade Area.

The main duties and responsibilities

Summary of Key Functions:

  • Help implement program strategies
  • Manages Country Office (CO) program effectively.
  • Establish strategic partnerships and implement resource mobilization.
  • Provides high-quality policy assistance to the government.
  • Promotes knowledge management.
  • Help implement program strategies
  • Identifies environmental and climate support and intervention areas. Helps with technical issues.
  • Helps the Team Leader participate in UNSDCF Result Area 1 on “Inclusive, resilient, sustainable economic growth and transformation”.
  • Helps prepare briefings and speeches for UNDP senior management’s sustainable development meetings, workshops, and conferences.
  • Responsible for managing the CO program in the sustainable development domain, concentrating on quality control from conception to nation program execution.

Help implement UNDP environment and climate projects.

  • Project progress and deliverables must be monitored and produced as planned. Use RBM tools efficiently.
  • Help plan and formulate an environment and climate CO program that translates UNDP’s priorities into local activities under UNSDCF and CPD. Coordinate program implementation with executing agencies.
  • Facilitate project start-up, contribution agreement finalization, amendments, obligatory and budget re-phasing, and project closing through review.

Provides financial and substantive project monitoring and assessment, identifying operational and financial issues and developing remedies. Performs NEX project audits.

  • Follows audit recommendations. All exceptions are notified promptly.
  • Establish strategic partnerships and implement resource mobilization.
  • Partnerships with UN Agencies, IFIs, government institutions, bi-lateral and multi-lateral donors, the corporate sector, and civil society in various thematic areas depending on UNDP’s major aims, national needs, and donor priorities.
  • Conducts donor analysis and research, prepares substantive briefs on possible areas of cooperation, identifies new project opportunities, and actively contributes to the office’s environment and climate resource mobilization effort.
  • Allows UNDP to participate in relevant donor sector working groups with technical support.

Provides high-quality advising services

  • Identifies policy-related information sources. Identifies and synthesizes best practices and lessons learned related to programme country climate and environment policy goals.
  • Helps write technical policy advice and program support documents for energy, environment, and climate.
  • Works with the government and other strategic partners to build policies and institutions to address national sustainable development issues.
  • Helps UNDP advise Ghana on implementing its NDC to UNFCCC.

Knowledge management facilitation

  • Contributes well to knowledge networks and practice communities.
  • Contributes to UNDP thought leadership with opinion pieces, blogs, and publications.
  • Supports digital CO management and knowledge product delivery.
  • Actively supports UNDP internal learning events.

The incumbent performs such functional activities as needed to run the Office and Organization efficiently.

Essential Skills and Experience

  • A master’s degree in Environmental Science, Economics, Development Studies, Management, Politics, or Social Sciences is required. Or
  • Instead of a master’s degree, a bachelor’s degree or equivalent in the listed disciplines with two years of relevant experience will be considered.
  • A minimum of 2 years (master’s degree) or 4 years (bachelor’s degree) of relevant national or international experience in policy and management advisory services on Nature, Climate, Energy, or similar subject areas, is required.
  • At least two years of national or worldwide experience providing environment and climate program management support is necessary.
  • Experience with global and national climate and environmental concerns is preferred.
  • Experience with the UN or other development agencies is helpful.
  • Experience in creating knowledge products and communications is valuable.
  • Experience overseeing and advising many complex development projects in nature, climate change, energy, development/climate financing, or catastrophe risk reduction is preferred.
  • Knowledge of the Paris Agreement, Nationally Determined Contribution, and other climate and environmental challenges is desired.

Language Needed

  • Fluency in English is essential.
  • Ghanaian dialect proficiency is required.
