POSITION: PROCUREMENT MANAGER

Total Family Health Organisation (TFHO) is an indigenous Ghanaian social marketing company that was officially registered under Ghanaian legislation on February 1, 2017. We seek to enhance the health of Ghanaians by implementing creative evidence-based interventions that expand access to and use of health products and services in a measurable and meaningful way.
Our primary intervention areas include family planning and reproductive health, maternal, newborn, and child health (RMNCH), communicable and non-communicable illnesses, water sanitation and hygiene (WASH), nutrition, and malaria. We use our extensive knowledge and skills in Social and Behaviour Change Communication (SBCC) and social marketing to encourage positive social and behavioural change in individuals and communities.

Job Description.
JOB SUMMARY: Responsible for designing and implementing procurement rules, procedures, and processes. Ensure effective negotiation with suppliers and vendors to obtain the best deals and lower procurement costs while meeting corporate goals.
RESPONSIBILITIES
LEADERSHIP
- Oversee and provide clear instructions to the procurement staff.
- Align team members around the company’s mission, values, and common goals, and offer coaching and mentoring to help them meet important performance benchmarks.
Procurement Management
- Lead the implementation of procurement strategies and initiatives that are consistent with the overall business plan.
- Lead transformative actions to develop the procurement unit and enhance procurement efficiency.
- Create monthly procurement reports for management.
- Oversee the successful implementation of procurement processes for goods, works, and consulting services.
- Supervise the implementation of TFHO’s Contract and Service Level Agreements.
- Lead contract negotiations to ensure the greatest possible value for money.
- Lead and manage the “Procure to Pay” cycle for procurement operations.
- Manage procurement information to ensure that it is accurate and timely, allowing management to make better decisions.
- Lead the provision of technical procurement advice and engage in policy dialogue to strengthen TFHO’s procurement systems.
- Manage the review of spending activities while looking for ways to improve and enhance the quality of goods, works, and services obtained within reasonable time frames.
- Ensure that the contract terms and conditions are favourable.
- Ensure complete compliance with donor procurement rules, regulations, and TFHO procurement policies and processes.
- Ensure that transparent and competitive procurements are done and properly recorded as needed, including drafting and issuing RFQ, RFP, RFI, and Tenders, defining evaluation bid criteria, and directing the procurement committee through the processes.
- Maintain procurement files, including applicable documents and the vendor database.
- Facilitate logistics for imported goods effectively and efficiently.
- Ensure that the procurement committee’s decisions are implemented properly and efficiently by the procurement team.
- Establish and maintain long-term relationships with suppliers, vendors, and service providers, and ensure that all complaints and issues are addressed immediately.

Required Qualification and Experience
- Bachelor’s degree in procurement and supply chain management.
- A certified Procurement Professional will be an additional benefit.
- Minimum of 8 years of hands-on experience in procurement and supply chain management, with a track record of successful negotiations and supplier management.
- Experience in both NGO and donor-funded settings.
- Experience with Ghana’s Public Procurement laws and regulations.
KNOWLEDGE:
- Strong understanding of current trends in procurement and logistics management.
- Working knowledge of procurement regulations, including the FAR and AIDAR
- Knowledge of USAID processes and regulations.
- Knowledge of procurement software: Familiarity with procurement processes and software, particularly Microsoft Dynamics NAV, is advantageous.
- Working understanding of TFHO rules, processes, and practices.

- Good communication with colleagues and representing TFHO in public, as well as prioritizing and delegating duties efficiently.
- Excellent Leadership and People Management: unite the team around agreed objectives; inspires, motivates, and coaches to accomplish results.

- Negotiation – capacity to negotiate with vendors to obtain value for the organization.
- Problem-Solving: The ability to analyze and resolve procurement-related difficulties promptly and efficiently.
- Analytical and problem-solving skills – the function involves strong conceptual and problem-solving skills, as well as taking strategic measures that reduce risks and expenses for the organization.
- Microsoft 365 Suite (Word, Excel, Outlook, Planner, PowerPoint, Teams, OneDrive, and SharePoint).
- Excellent Interpersonal connections—the role entails creating and sustaining strong connections across all levels.
- Information Gathering & Monitoring – The function entails gathering information on pricing, product, and vendor availability to make informed judgments.
- Adaptability is the ability to anticipate and adjust quickly to changing dynamics in local and worldwide settings.
- Project Management: Experience managing projects to ensure timely procurement activities.
- Financial Acumen: An understanding of budgeting and financial analysis as they apply to procurement.
