Job Description
The Senior Investment Officer’s primary role is to ensure the technical strength of the Fund’s efforts in support of transactions involving private sector investments in infrastructure. The position holder’s primary responsibility will be to discover business prospects and execute deals relating to private investments in the economic and social infrastructure sectors, as well as to handle financing instruments through board approval and financial close of projects.
Duties and Responsibilities
Under the overall direction and general guidance of the Chief Investment Officer, the Senior Investment Officer will undertake the following tasks:
- Lead/Participate in the structuring of initiatives with public and private sector participation in close conjunction with other departments.
- Contribute to building a solid pipeline of high-quality investment possibilities by anticipating market changes and applying sector/country knowledge;
- Evaluate, structure, negotiate, and close new agreements, portfolio restructurings, leasing, capital market solutions, and so on;
- Create creative and acceptable financial structures for complex transactions.
- Lead or assist in negotiating finance documentation, developing financial solutions, and overcoming obstacles in the transaction life cycle.
- Provide input on project documents such as investment agreements, shareholders’ agreements, concession agreements, power purchase agreements, engineering procurement and construction (EPC) contracts, operations and maintenance (O&M) agreements, and so on.
- Develop a thorough understanding of project and concession financing, PPP project tendering, policy concerns, license conditions, and tariff regimes, and engage on these matters as required with sector policy specialists, government regulators, and officials.
- Identify and maintain good relationships with clients, particularly developers and sponsors, utilities, corporations, banks and multilateral partners, and government officials, to identify specialized investment opportunities.
- Support/advise and, if needed, lead the appraisal, structuring, and negotiation of new transactions;
- Proven experience in coordinating lenders under a lead arranger mandate will be beneficial;
- Have an understanding of relevant capital markets and leasing options that may be used to finance the energy sector;
- Lead, participate, and manage project teams.
- Perform any other duties assigned by the Chief Investment Officer or CEO.
Key Responsibilities
Strategy and Policy Development
- Participate in the development of an investment strategy/business plan and then implement it to ensure compliance.
- Participate in the formulation of policies, standard operating procedures (SOPs), procedural manuals, work plans, and other support systems, such as monitoring mechanisms, to manage the Investment Division and achieve its objectives.
- Conduct financial modeling and analysis to help build investment strategies, initiatives, and plans.
Investment Planning and Analysis.
- Participate in the creation of a sound investment policy and guidelines for approval by the Board’s Sub Committee on Investment.
- Conduct rigorous appraisals of project submissions to establish their appropriateness and viability for financial assistance.
- Conduct research/studies to find and mobilize/source viable/profitable debt financing mechanisms to support the GIIF’s investment objectives.
- Review and evaluate feasibility studies, and generate a preliminary evaluation report to establish project eligibility for inclusion in the project pipeline.
- Collaborate with the Risk Team to assess project risk, advise on appropriate financing arrangements, and conduct exploratory talks with investors.
- Create innovative/appropriate financing structures to support large/complex investment deals and submit them for approval.
- Process or manage the initial project disbursement and facilitate a smooth turnover of primary responsibility to the Portfolio Management Team.
- Lead a team of Investment Officers in conducting due diligence on possible infrastructure projects to establish economic/financial viability/suitability, as well as developing investment recommendations/justifications.
- Lead the development of appropriate investment/financial models for conducting financial and economic analyses on proposed projects.
Monitoring and Evaluation
- Responsible for overseeing the implementation of Key Performance Indicators (KPIs) for various investment portfolios to ensure compliance.
- Before project approvals and sign-offs, ensure that all preceding conditions are met on time.
- Collaborate with the Portfolio Management Team to ensure that projects are monitored and managed effectively to fulfill project objectives and schedules.
- Monitor the performance of investment projects by reviewing investment/income reports to ensure timeliness and conformity with the reporting framework.
- Monitor subordinate staff activities to ensure that they are under the approved investment policy, rules, and best practices/standards.
Stakeholder Relations and Management
- Develop and develop professional relationships with potential investors, and take action to increase access to financing for infrastructure investments.
- Create strategic ties and cooperation with private equity companies, DFIs, IFIs, developers, and other infrastructure investors to help with investment operations.
Financial Management
- Participate in the development of the Investment Division’s yearly operational budget and oversee its implementation.
- Propose novel approaches and modalities for increasing resource and investment mobilization to help finance infrastructure projects.
Information and Reporting
- Stay current on legislation, rules/regulations, investment/financial laws, economic development in Africa and other continents, and new developments/trends in infrastructure investment management.
- Analyze/evaluate portfolio reports to determine project portfolio performance and make changes/recommendations for management decisions.
- Prepare a project appraisal report for presentation to the Board as assigned.
- Participate in the development of comprehensive investment management data/reporting formats to guarantee that all investment reports are submitted accurately and on time.
- Prepare monthly, quarterly, and annual investment reports for the Board, including explanations of patterns as needed.
Employee Performance and Development
- Hold direct reports accountable for handling their tasks and meeting defined targets/goals in all functional areas.
- Conduct performance appraisals, provide feedback for career growth, and recommend performance incentives for lower employees.
- Identify and facilitate training for lower personnel.
Qualifications
Education
- A professional qualification in Economics, Finance, or a comparable discipline is required in addition to an MBA or MSc.
- Member of a recognized professional organization.
Experience
- Ten (10) years of relevant professional experience in project/infrastructure financing with an Investment Bank, Development financing Institution, Infrastructure/Private Equity Fund, established Consulting Firm, etc., including at least three years in a managerial role.
Knowledge and Skills.
- Proven ability to identify, process, and negotiate complex infrastructure agreements from a private sector perspective.
- Ability to create, review, and comprehend complicated non-recourse financial models.
- Understanding of firm valuation methods, corporate and project finance ideas, and capital markets solutions.
- Communication: Good listener with shown ability to present and gain support for ideas.
- Client orientation and teamwork capabilities
- Competent in using typical Microsoft Office applications (Word, Excel, Access, and PowerPoint).
- Strong leadership, coaching, mentoring, and interpersonal abilities in a “team” environment.
