The Opportunity
You will help to ensure an effective and inclusive recruitment process, with an emphasis on locally recruited professionals for US Government International (USGI) appointments. You will advise, coordinate, and lead recruitment components for assigned bids and live projects, ensuring that best practices are followed and that compliance and equity are central to the entire process. Also, You will study solicitations and debriefs to continue learning about recruitment.
This post may be headquartered in Nigeria, Ghana, Kenya, Rwanda, Tanzania, Zimbabwe, Zambia, or Mozambique.
Core Responsibilities
- Lead and/or contribute to recruitment and staffing components for competitive USG-funded proposals and live projects, including managing and accounting for the complete recruitment process for assigned bids during both the capture and live bid stages.
- Full-lifecycle recruiting includes developing a recruiting strategy, passively sourcing candidates, drafting scopes of work and advertisements, screening CVs, conducting interviews, checking references, generating offer recommendations (including equity analysis), and negotiating compensation packages.
- Routinely communicate with proposal and hiring teams to establish expectations for the Talent Acquisition process while assuring accountability.
- Use a variety of standard and customized sourcing approaches to build, maintain, and grow a broad pool of high-quality candidates for essential positions.
- Build partnerships with major associations, industry-specific groups, and other resources to attract candidates to Abt.
- Ensure proper representation and networking with all relevant external talent.
- Ensure adherence to all federal and client employment regulations and requirements, as well as Abt-specific policies and procedures.
- Other responsibilities as needed.
What We Value
- Level 3: Bachelor’s degree plus five years of relevant experience, or master’s degree plus three years of relevant experience, or doctorate.
- Level 4: Bachelor’s degree plus nine years of relevant experience, or master’s degree plus seven years of relevant experience, or doctorate.
- A minimum of two years of recruitment experience is necessary, including international development recruitment or recruitment in low- and middle-income countries.
- Understanding USAID’s recruitment and personnel processes.
- Demonstrated experience with diverse sourcing techniques.
- Ability to operate across cultures, with a preference for fluency in French, Spanish, or Russian.
- Experience working in a fast-paced, deadline-driven workplace.
- Excellent organization skills.
- Want to network both within and outside of Abt Global.
- Aptitude for developing successful relationships with candidates, colleagues, and those involved in the recruiting process.
- Ability to collaborate and perform effectively in a remote work setting.
- Able to travel worldwide as needed.
