POSITION: Senior Technical Officer

Job Description

The Senior Technical Officer will help personnel and projects with technical requirements in project design, business development, and quality assurance. The Senior Technical Officer will implement and oversee strategic and technical initiatives, as well as give technical advice on project-specific concerns, challenges, and solutions for expanding access to quality.

Moreover, The Senior Technical Officer will provide knowledge products by creating and managing reports, technical resources, and conflict-sensitive solutions. The Technical Officer III will collaborate closely with project and headquarters (HQ) teams, assisting projects by analyzing programmatic efficacy, supervising technical elements, and preparing technical assessments. The Technical Officer will be an effective manager with technical experience in public health, focusing on HIV/AIDS.

Accountabilities

Technical requirements:

  • Provides project staff with overarching technical direction and guidance in accordance with the project’s anticipated outcomes.
  • Collaborates closely with the National AIDS and STIs Control Program (NACP), the Ghana AIDS Commission (GAC), international partners (the Joint United Nations Programme on HIV/AIDS [UNAIDS] and the World Health Organization [WHO]), and four MSM service organizations.
  • Provides ongoing technical help to NACP in the areas of mental health and guideline implementation.
  • Provides technical help to enhance the security of HIV initiatives.
  • Provides technical help to increase the PEPFAR care and treatment IP’s capacity for LGBTQ+ rights and inclusion.
  • Supports project technical components, such as capacity building for staff and partners.
  • Monitors and maintains project protocols, instruments, data sets, manuals, training materials, and reports relevant to the technical area of competence.
  • Works closely with the team to ensure that project implementation is technically sound and follows corporate strategy and standard operating procedures (SOPs).
  • Creates or writes technical papers, reports, and other materials to support research, best practices, policies, and procedures.
  • Analyzes project implementation to find areas for improvement and recommends appropriate technical strategies and recommendations.
  • Contributes to the implementation of HIV programs by providing technical support and overall management to ensure coordination and field-level implementation.
  • At the task level, it provides mentorship and team-building opportunities.
  • Collaborates with the HQ Monitoring & Evaluation team to interpret data sets and other assessment results.
  • Provides technical assistance in the creation and dissemination of tools, resources, reports, articles, and interventions for research initiatives.
  • Provides technical input on subject matter best practices to support implementation.
  • May develop the technical element of the project plan within the restrictions of available resources and funds.
  • Assists in implementing components of the technical sections of the project plan.
  • Creates and manages technical work plans and budgets.
  • Participate in client/funder meetings and draft reports/presentations.

Project Design and Implementation:

  • Creates strategies and tools for the design and implementation of certain technical elements.
  • Monitors project deliverables and provides reports to supervisors.
  • Leads technical project activities and sub-activities, and helps with project implementation.
  • Components of the project’s technical plan may be implemented.
  • Identifies and raises issues with top technical staff.
  • Serves as the technical lead, overseeing project technical administrative and financial compliance, technical outputs, and team management (including projects and consultants).

Operations management (e.g., finance, human resources):

  • Ensures project activities are in line with work plans, with technical competence guiding project implementation.
  • Manages project timetables and finances. Participates in the creation of donor reports and presentations.
  • Tracks technical project expenditures under comprehensive monitoring.
  • Monitors Statement of Work (SOW) and budget monitoring systems; generates reports for supervisors.
  • Collects financial and technical tracking data and generates reports.
  • Coordinate with vendors for purchase.

Project/Program Reporting:

  • Prepares reports and documents that summarize project outcomes and analyze data sets and technical assessment findings.
  • Sets up and maintains SOW and budget tracking systems.
  • Drafts and compiles technical reports for clients.
  • Creates technical material (such as reports, presentations, and publications).

Quality Assurance:

  • Develops a thorough understanding of quality standards through a codified system that documents processes, methods, and responsibilities for accomplishing quality policies and objectives.
  • Coordinates and directs efforts to ensure compliance with client/funder and regulatory obligations.

Required Skill or Experience

  • Master’s degree or international equivalent in public health, development, economic development, education, the environment, gender, health, behavioral, life/social sciences, international development, human development, or a related field.
  • Project Management (PM) Certification is desirable.
  • Typically, 6+ years of relevant expertise managing data collecting and providing technical help are required.
  • Prior experience working for a non-governmental organization (NGO), a government agency, or a private company.
  • International or domestic (Ghana) program development or management experience is preferred.
