- POSITION: Safety and Security Officer
- LOCATION: Tamale, Northern Region.
The role of the Safety and Security Officer (SSO) is to guarantee that all CARE Ghana staff based in the Northern Sector Sub-Office, Tamale, have a high degree of safety and well-being by continuously implementing security policies and protocols. The SSO will maintain a high degree of contextual awareness in her/his operational area, as well as good coordination with the Program and Program support teams in the field.
S/he will foster a strong safety and security culture at her/his field office(s) by providing ongoing training and conducting collaborative security assessments with all field-based personnel. The SSO will represent the Safety and Security unit at the field level, as well as the Safety unit on the Field Crisis Management Team when needed.
The SSO will report directly to the Safety and Security Manager. The position will be based in the Northern Sector Sub-Office in Tamale.
RESPONSIBILITIES
Planning & Preparation
- Continuously monitoring the environment in the operational areas for which s/he is accountable. As needed, and at least once a quarter, assist the Safety and Security Manager in revising the Safety and Security strategy for CARE Ghana.
- Based on the present situation, provide recommendations to the Safety and Security Manager for modifications to Field Level Standard Operating Procedures and Safety Risk Management Plans.
- Ensure that the Field Level Security Plans and related papers are kept up to date and routinely reviewed.
- Ensure the safety readiness of all CARE staff at the field level by regularly including safety and security management priorities and objectives into Field Office planning.
- Brief, supervise, and communicate with the contracted guarding services on a daily basis to ensure that the guard force is aware of CARE standards and can properly protect the CARE compound/staff and assets.
- Accompany staff on field missions as needed in order to gain a deeper understanding of the problems that CARE professionals experience in the field.
- Liaise with the government, the army, the police, and other key external players to ensure that CARE staff have consistent and safe access to program areas.
- Coordinate on a regular basis with peer organization safety staff/focal points to obtain up-to-date contextual knowledge.
- Prepare a Hibernation, Relocation, and Evacuation Plan for your area of responsibility with the assistance of the Safety and Security Manager.
- Prepare office emergency protocols with the assistance of the Safety and Security Manager.
Implementation of established procedures and protocols.
- Maintaining physical safety criteria set by the Country Office.
- As per established movement protocols, provide movement tracking oversight and assistance in cooperation with the Logistics team.
- Ensure that all CARE Field-based staff are aware of existing Safety and Security methods and have the ability to implement established protocols on a regular basis.
- Ensure that the contracted guard force maintains a high level of guarding for the CARE office and residence, and take corrective action as necessary in collaboration with the guard force management.
- Maintaining necessary contacts with local police and other security authorities to assist (where needed) in safeguarding the safety of CARE personnel, facilities, and assets.
Training
- Create and implement quarterly training plans for all CARE Field level staff that focus on safety awareness and skill sets in collaboration with the Safety and Security Manager.
- Ensure that all CARE Field-level drivers complete annual driving and First Aid training.
- In collaboration with the Safety and Security Manager, ensure that all field staff get bi-quarterly orientation on hibernation, relocation, and evacuation plans.
- In collaboration with the Safety and Security Manager, ensure that all necessary Field level workers participate in an annual Crisis Management training session.
Crisis Management
- During any major incident or crisis, serve as the Safety and Security unit’s representative on the Field Level Crisis Management Team (F-CMT).
- Ensure that all Field Level Crisis Management Plans are up-to-date and evaluated regularly.
- Maintain the essential external ties at the field level to provide a timely response and help CARE during any major incident or crisis.
Support for International Visitors or CARE’s International Staff
- Provide a current security briefing to any international visitor or CARE Ghana worker before any field activities or within 24 hours of arrival at the Field office.
- Accompany any international visitor or CARE International staff to field areas as directed by the Safety and Security Manager.
- Liaise and coordinate with local authorities as needed to ensure that relevant protocols for international visitor and personnel movements are followed in specific locations.
Required Skill or Experience
Knowledge
- Sound judgment and the ability to collaborate effectively with people at all levels.
- Excellent assessment, evaluation, analytical, and strategic planning skills.
- IT literate with knowledge of Microsoft Word, Excel, and PowerPoint.
- Experience in creating safety-related technological tools, guidelines, and systems.
- Interpersonal communication and demonstrated written/presentation skills.
- Demonstrated capacity to handle challenging situations.
- Proven understanding of Northern Ghana’s historical and sociopolitical environment.
Experience
- 5 years of demonstrable experience in INGO/NGO or UN field (operations), with at least 2 years of field safety management experience.
Skills
- Sound judgment and the ability to collaborate effectively with people at all levels.
- Excellent assessment, evaluation, analytical, and strategic planning skills.
- IT literate with knowledge of Microsoft Word, Excel, and PowerPoint.
- Experience in creating safety-related technological tools, guidelines, and systems.
- Interpersonal communication and demonstrated written/presentation skills.
- Demonstrated capacity to handle challenging situations.
- Proven understanding of Northern Ghana’s historical and sociopolitical environment.
Education
- Bachelor’s degree in humanitarian work, risk management, or security analysis.
