POSITION: Embedded Advisor at the Ministry of Trade and Industry-Ghana JET
About JET
The Ghana Jobs and Economic Transformation (JET) Programme is a UK Government-funded initiative that aims to support Ghana’s economic transformation and industrialization to stimulate economic growth, create job opportunities, and help Ghana transition from aid dependence to self-sufficiency. The plan intends to leverage anchor investment (£30 million) into critical manufacturing sectors, improve local value chains, and promote policy reforms to create 7,000 employees.
The program works with key partners such as Ghana’s Ministries, Departments, Agencies, Development Partners, and the private manufacturing sector to unlock investments and generate jobs in priority sectors such as automotive, pharmaceuticals, and textiles and garments. Recently, the priority industries have been broadened to include light manufacturing and agro-processing.
About the Embedded Advisor Role
The JET project is looking for an Embedded Advisor to give technical and strategic support in moving forward with strategic interventions in key areas. The Advisor will work closely with and be based at the Ministry of Trade and Industry. This role will be essential in advancing key interventions by collaborating closely with MoTI, JET, and key stakeholders to assist industrialization, with key KPIs including investments, job creation, innovation, and productivity in priority manufacturing sectors.
Primary duties and responsibilities:
- Provide strategic support to the MOTI in terms of industrialization and strategic anchor sectors.
- Work with the programme and key partners (MoTI, GIPC, GSA, etc.) to improve connections and progress important program interventions.
- Provide technical advice and support to the MoTI on JET priority affecting important industrial industries.
- Provide policy advice to MoTI on important regulatory restrictions (working closely with the JET team on key investor requirements), and support the approval of key industrial policies and investor frameworks.
- Contribute and actively interact with new and/or existing anchor investors and SMEs to facilitate future investment and collaboration.
- Contribute to the technical delivery of the JET programme by working on intervention design, work planning, reporting, MREL, and strategic engagements.
- Increased stakeholder engagement.
Key Deliverables
- The approval and implementation of industrial policies.
- Encourage investment and employment in key manufacturing areas.
- Help to attain program objectives (outcome level targets).
Reporting
The Advisor will report to both MoTI’s Chief Director and the JET Team Leader. Progress reports will be submitted monthly and quarterly.
Required Qualifications:
The ideal applicant for the Embedded Advisor position will have the following qualifications and experience:
- Demonstrated leadership skills and the capacity to engage senior government officials and key stakeholders on a strategic level.
- Extensive experience in policy analysis, strategic planning, project management, and stakeholder engagement.
- Previous experience managing investment-related projects in the context of industrial development.
- Extensive experience executing industrial policies and programmes, offering technical advice and guidance, and having previously held leadership or managerial positions.
- Practical knowledge of PSD, SMEs, and investment recruitment in the context of global development.
- A graduate degree in international development, economics, business administration, or a similar discipline.
- Extensive experience in local and worldwide manufacturing and industrialization, particularly in the programme’s target industries.
- Knowledge and knowledge of MSD concepts in development programs.
- Superior analytical and conceptual thinking abilities. Excellent communication and interpersonal skills, as well as the ability to effectively engage with a diverse group of stakeholders. Excellent research and analytical capabilities.
- Prior experience working in a government institution or setting is beneficial.
Duration of Assignment
The Advisor role is for three (3) months, from October 2024 to December 2024, with the possibility of an extension based on performance and mutual agreement.
Confidentiality
The Advisor may be required to sign a confidentiality agreement before beginning work.
Performance Evaluation
The Advisor’s performance will be evaluated based on the following:
- Meeting ToR objectives and JET log frame targets.
- Quality of the work delivered
- Timeliness and Efficiency
- Communication and Collaboration Skills
- Overall contribution to MoTI and larger sector development, including jobs and investment.
Location: This is a full-time position situated in Accra at the Palladium office and the Ministry of Trade & Industry.
