POSITION: Project Director 

Background:

PEPFAR and USAID fund the eight-year (2019–2027) global health project Meeting Targets and Maintaining Epidemic Control (EpiC). EpiC operates in 60 countries and is technologically advanced.

After supporting HIV programs in Ghana from 2019, EpiC extended to Global Health Security in 2023.

EpiC is strengthening global, regional, and local public health systems to prevent, detect, and respond to infectious diseases under GHS, leveraging broad experience and existing capabilities that align with GHS priorities, NAPHS, and USAID goals.

The EpiC will engage, support, and provide technical assistance to One Health key stakeholders (animal, human, and environment) and private sector entities and associations in Ghana to implement a comprehensive suite of strategies at national and prioritized regions/districts in GHS-focused areas to build the IHR core capacity needed to prevent, detect, and respond to emerging and re-emerging infectious diseases that cause significant mortality. This requires reaching out to national stakeholders and partners.

EpiC provides mental health services in Greater Accra to NACP through HIV financing in Ghana. EpiC has also promoted LGBTQ+ rights and inclusion in PEPFAR care and treatment IP in the Western, Western North, and Ahafo districts and offered security technical assistance (TA) to MSM groups.

Our Accra, Ghana office needs a Project Director for EpiC GHS and HIV/AIDS.

Job Description

The Project Director oversees the project’s vision and strategy, directs the technical team, and manages interactions with national and international partners and stakeholders. The Project Director is responsible for the project’s overall programmatic and economic aspects, such as accomplishing project results, effectively communicating accomplishments, preparing financial reports, and maintaining compliance with all US government and organization standards.

Plans and directs project schedules, as well as monitors budgets and spending. Monitors the project from inception until completion. Organizes project operations to ensure that the project is completed on time and within budget. Personnel are selected, developed, and evaluated to ensure that the function operates efficiently. The Project Director will be a strong manager with knowledge of public health, with a focus on GHS or HIV/AIDS, as well as operational and implementation skills and extensive experience directing USAID initiatives.

Accountabilities:

  • Responsible for developing, promoting, and sustaining safe and equitable work conditions for all employees, including harassment- and violence-free workplace culture and systems to protect project participants.
  • Plans directs, and coordinates activities for specific projects to ensure that goals and objectives are realized within the timeframe and budget constraints.
  • Project proposals and plans are reviewed to identify the schedule, budget, processes, staffing, and resource allocation required for projects.
  • Creates work plans, project teams, and standard operating procedures (SOPs) to achieve project objectives and assure policy compliance.
  • Creates proposals and conducts research for funding projects.
  • Managers and staff receive assistance and training to help them achieve project goals.
  • Participates in the strategic development of procedures and processes alongside senior management.
  • Ensures that all program deliverables are completed in a high-quality and timely manner.
  • Ensures and oversees a clear technical strategy for the project, ensuring that technical excellence pervades all project operations.
  • Provides managerial oversight to ensure compliance with all donor-related organization and program policies and regulations.
  • Ensures good communication throughout the Ghana project with the team and key stakeholders.
  • Participates in worldwide GHS networks, meetings, and technical working groups as needed to represent the project and guarantee collaboration on important technical activities.
  • Keeps up to speed with GHS and HIV/AIDS best practices and shares them with team members for learning and project improvement.
  • Supports direct reports’ performance management and professional growth through ongoing feedback, coaching, and career assistance.

Applied Knowledge and Skills:

  • Strong knowledge of GHS and HIV/AIDS technical and programmatic domains.
  • Excellent awareness of the International Health Regulations procedure and aims, as well as the Joint External Evaluation tool method.
  • Strong knowledge of GHS and HIV/AIDS program evaluation, improvement, and monitoring.
  • Recent experience sharing evidence and working with implementation partners to inform evidence-based programs and policies.
  • Demonstrated understanding of evidence-based program scaling.
  • Comprehensive understanding of project management theories, ideas, and techniques, including process formulation and implementation.
  • Excellent and demonstrated project management abilities.
  • Excellent verbal and written communication abilities.
  • Excellent persuading and negotiating skills.
  • Strong consultative skills.
  • Strong problem-solving and critical thinking skills are required to plan, organize, and manage resources for project success.
  • Ability to inspire, influence, and collaborate with others.
  • Ability to establish positive working connections with local communities, district government officials, the United Nations, and, when needed, donor representatives.

Supervision Given/Received:

  • Sets project goals and budgets, and leads the department in accomplishing strategic goals.
  • Leads the coordination of resources for active projects across business units, as well as the resolution of project difficulties.
  • Reports to the Director of Program Management.

Education:

  • Bachelor’s degree or international equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology, and Youth, or a related field. A Master’s degree is preferable.
  • Project Management (PM) Certification is desirable.

Experience:

  • At least 10 years of relevant project management experience, including 5 years of line management.
  • Proficient in the rules, regulations, and policies governing international development and non-governmental organizations (NGOs).
  • Extensive expertise in managing and implementing projects across multiple sectors.
  • Experienced with strategy planning, personnel development, and capacity building.
  • Demonstrated expertise in leading and managing complex, strategic projects with national/international reach.
  • Must be able to read, write, and speak fluent English. The ability to speak one or more local languages is preferred.
  • Experience working for a non-governmental organization (NGO).

Physical demands: Typical office setting.

  • Capable of staring at a computer screen for long periods and typing repetitively.
  • Ability to sit and stand for long hours.
  • Ability to lift and move up to 5 pounds.
