POSITION: Communications Analyst

Background and Organizational Context

The UNDP Strategic Plan 2022-2026 acknowledges the complexity of development and commits to helping governments discover faster, more sustainable Agenda 2030 solutions. Urbanization, climate change, and rising inequality make the 2030 Sustainable Development Goals challenging to achieve.

Many strategic initiatives have been implemented by the UNDP Ghana Country Office to prepare it to deliver new global solutions. Climate change, the Youth African Innovates (YAI) Programme, and healthcare digitalization are among these new projects. Digital tools became more important during the COVID-19 pandemic, but they also brought new challenges for countries like Ghana, requiring infrastructure investments and healthcare staff training.

The Country Office Communications Unit adapts UNDP’s global communication strategy to local conditions and addresses development priorities. The communications team positions UNDP as a development leader, promotes program outcomes/development results, mobilizes support for Sustainable Development Goals in the country, and practices delivery as one UN.

Position Purpose

Under the direct supervision of the Resident Representative and the Deputy Resident Representative, the Communications Analyst will implement the corporate communications strategy and contribute to the design, management, and implementation of the Country Office communications and publication strategies to influence the development agenda, promote public and media outreach, and mobilize political and financial support. The Communication Analyst will coordinate and track all Country Office collaborations and resource mobilization activities.

The Communications Analyst will manage the country office’s communications staff and have regular contact with the Regional Communications Advisor. The Communications Analyst should work closely with the Programme and Operations teams, other UN agencies, UNDP Communications Region and Headquarters staff, government officials, international and local media, subject matter experts, donors, and civil society to implement UNDP’s communication strategy in the Country Office.

UNDP uses a portfolio strategy to adapt to business demands and link initiatives. Thus, UNDP workers must work in interdisciplinary teams across departments, functions, teams, and projects to increase horizontal collaboration.

Duties and responsibilities

Create and implement internal/external communication strategies and outreach, as well as UNDP campaign activities to engage various stakeholders (government, funders, media, and the general public).

  • Prepare and carry out communications needs assessments for the national office (for projects, the country programme, and corporate change activities).
  • Draft and modify the country office communications and outreach plan under the country office’s strategic priorities and the UNDP External Communications Action Plan.
  • Provide communication input at the project and programme formulation stages to ensure that communication needs and strategies are included in all elements of the UNDP development program.
  • Maintain improved coverage and knowledge of the UNDP’s work in the nation or practice area through local and global media stories, following the UNDP External Communications Action Plan.
  • Support the implementation of the country office’s digital communication plan.
  • Create material for the website and other social media platforms to guarantee consistency and increased reach.

Implement UNDP’s campaign activities to involve various stakeholders (e.g., government, donors, media, and the general public) and raise awareness of UNDP’s mandate and objectives.

  • Promote and sustain public information campaigns about UNDP initiatives.
  • Collect and package data for donor evaluation in coordination with program staff and supervisors to support campaign and advocacy efforts.
  • To engage stakeholders, organize roundtable talks, press conferences, briefing sessions, interviews, and launch events.
  • Support the “One UN” agenda, which aligns with UNDP’s Campaign and Advocacy strategy.
  • Ensure that journalists have access to subject area experts and UNDP spokespeople, and convey newsworthy information to the national public.
  • Identify and design narratives for publications, as well as substantive articles that contribute to and spark discussions about major development concerns.
  • Coordinate and manage national office publication activities, such as content management, per corporate standards.
  • Maintain a database of contact information for journalists.

Encourage CO collaborations and company development.

  • In close collaboration with Programme colleagues and under the direct supervision of SMT, lead on partnership management in the CO, including maintaining a good and timely track record of all fundraising opportunities in the office, following up on due diligence of new partners, and other activities related to effective management of UNDP partners in the country.
  • Packaging and submitting programme initiatives for donor assessment in coordination with program staff and UNDP top management.
  • Promotion and management of public communication campaigns on themes such as UNDP initiatives and the SDGs.
  • Corporate advocacy materials are promoted and disseminated to launch flagship programs and publications such as the Human Development Report and other reports.
  • Maintaining improved coverage and knowledge of the UNDP’s work in the country or practice area through local and worldwide media stories under the UNDP External Communications Action Plan, as well as providing newsworthy information to the national public and, when possible, funders.
  • Ensure that media have access to subject matter experts and UNDP spokespersons.
  • Drafting and producing regular donor updates.
  • Prepare donor reports, civic education, and community awareness as needed to support projects.
  • Effective responses to requests for public information materials.

Facilitate knowledge management and distribution efforts at the country office.

  • Identify and summarize best practices and lessons gained that are closely related to the programme’s country goals and activities.
  • Make meaningful contributions to knowledge networks and communities of practice, including corporate communications repositories.
  • Train, counsel, and advise UNDP staff on internal and external knowledge management.
  • Maintain the UNDP Intranet for country office activities to facilitate internal information exchange, and publish important knowledge products with external stakeholders via the corporate website.
  • Work with the Programme teams to ensure that all knowledge products are captured, updated, easily accessible, and in the proper order as needed.
  • The incumbent performs additional duties within their functional profile as deemed required for the proper operation of the Office and Organization.

Supervisory/managerial responsibilities include supervising the Communications personnel in the Country Office.

Required skills and experience.

  • Education requirements include a master’s degree in communication, journalism, international relations, public administration, or a similar discipline.
  • A first-level university degree (bachelor’s degree) in the aforementioned fields, together with an extra two years of qualifying experience, will be considered in place of the advanced university degree.
  • Requirements for this position include a minimum of 2 years (master’s degree) or 4 years (bachelor’s degree) of relevant experience in public relations, advocacy, or communications at a national or international level.
  • Experience with computers and office software products (MS Word, Excel, etc.).
  • Advanced expertise in web-based management tools, such as ERP, is necessary.
  • Experience and knowledge of publishing, graphic design, video editing, and social media tools are beneficial.
  • Excellent comprehension of international development issues, including knowledge of the UN system.
  • Shown IT capabilities
  • Professional editing and copywriting skills include articles, reports, social media content, and press releases.
  • Effectively promote CO partnerships and business development (fundraising opportunities, collaboration on program submissions, participation in public awareness campaigns, dissemination of advocacy materials).
  • Excellent time management abilities.
  • Proven ability to work under pressure and fulfill deadlines.
  • Computer literate in conventional software applications, with the ability to use current social media and web 2.0 tools.

Language requirements

  • Fluency in English at the duty station is necessary.
  • Local staff must be fluent in the duty station’s national language, but knowledge of another UN language is preferred.
  • Please keep in mind that the continuation of your appointment beyond the first 12 months is based on completing a probationary term.
