POSITION: Procurement & Operations Officer

We are looking for an Operations and purchase Officer to oversee the Country Office’s operations and the purchase of products and services for projects. He/she will provide procurement and operations support, with the overarching goal of maintaining program efficiency and full compliance with PATH internal policies and procedures.
The Operations and Procurement Officer will give guidance, advice, and support to ensure that procurement processes are effective, efficient, and ethical, and that PATH receives the greatest possible value. The Operations and Procurement Officer would be stationed in Accra and report directly to the Project Administrator.
Specific Responsibilities include:
- Manage outsourced services in Ghana, including IT, office leases, security leasing, office maintenance, fleet, and other necessary agencies.
- Assist new staff with their onboarding to operational functions.
- Collaborate with various projects to define and implement PATH’s operational indicators and compliance standards.
- Oversee the cost-effective purchasing of a diverse variety of goods and services.
- Lead and guarantee compliance with PATH policies, procedures, and any in-country legislation.
- Assist the Country Project Administrator in responding promptly to procurement requests from project staff.
- Prepare solicitations and requests for proposals/quotations to solicit bids, or work directly with local vendors to obtain quotations and begin procurements.
- Take the lead in contract negotiations and the production of purchase orders, as well as responding to vendor proposal queries.
- Ensure that procurement activities are carried out under contractual requirements.
- Coordinate the bid evaluation process and generate summary reports for review and approval.
- Monitor contracts and purchase orders given to vendors, and follow up as needed to ensure compliance with terms and conditions.
- Help prepare requests for approvals and/or waivers.
- Maintain the overall integrity of the procurement filing system by include the necessary paperwork in each procurement file.
- Assist in creating and maintaining procurement-related documentation, both electronically and manually.
- Perform extra activities as allocated by the Operations Manager under Procurement and Office Management.
- Proactively identify concerns with day-to-day purchasing procedures and address or convey them to management as appropriate.
- Lead the prequalification of vendors and service providers.
- Oversee leases for Accra and sub-offices.
- Manage the PATH Ghana fleet of vehicles, which includes new purchases, maintenance, fuel cards, licenses/permits, insurance/claims, usage, and reporting.
- Keep procurement records (paper and electronic backups) in compliance with project and PATH rules and procedures.
Required Experience
- University degree in management, procurement and supply management, accounting, or a comparable discipline from a reputable educational institution.
- A minimum of five years of expertise in operations and procurement management in the INGO sector.
- Experience with USAID, donor-funded projects, or international NGOs is preferred.
- Excellent interpersonal and communication abilities.
- Ability to work independently, take initiative, fulfill deadlines with attention to detail and quality, and oversee daily operational tasks.
- Showed leadership, adaptability, and honesty.
- Proven intermediate computer abilities with Microsoft Office Suite apps.
- Excellent interpersonal skills, solid judgment, communication skills, training experience, and the ability to identify and address obstacles.
- Self-motivated with an interest and expertise in managing and overseeing technical personnel.
- Excellent writing and presentation skills in English.
