Position Summary
A subject-matter expert on the USAID/Ghana SAGES Systems Strengthening Activity’s MEAL team, the Senior MEAL Specialist coordinates and supports local implementing partners (LP) to deliver high-quality MEAL data and deliverables. He also oversees rigorous quality assurance (QA) processes with partners and timely technical assistance and capacity building to meet project compliance and donor needs. The Senior MEAL Specialist gives project performance monitoring and evaluation (PPME) specialists technical guidance and assistance on MEAL and QA.
They work closely with LP teams to plan and implement overarching, inclusive, and participatory data collection, validation, and utilization methods that are consistent with the Activity Monitoring Evaluation and Learning Plan (AMELP) and Collaborating, Learning, and Adapting (CLA They 1) ensure that partners’ MEAL systems meet minimum standards for optimal data collection, consolidation, and program reporting and align with the Activity’s MEAL and KM systems; 2) quality assure data and other MEAL products produced by partners; 3) troubleshoot system challenges and bottlenecks and recommend additional support and training to fill capacity gaps; and 4) review and validate partners’ progress reports for suitability.
KEY RESPONSIBILITIES OF THE ROLE
Meal system administration.
- Under the guidance of the MEAL Director, help develop the AMELP and project performance monitoring plan (PPMP).
- Collaborate with Project Performance Monitoring and Evaluation (PPME) professionals and Local Partners (LP) to design/adapt, implement, and review MEAL systems while maintaining alignment with the AMELP and PPMP at all levels, from community to region.
- Coordinate the implementation and effective use of data-collecting workflows and tools, as well as data management systems, to ensure that LPs report accurately and comprehensively to the PMU.
- Provide technical guidance to improve the MEAL interface between local partners and the Activity.
- Collaborate with PPME professionals to examine and validate the monthly, quarterly, yearly, and final reporting data collecting, analysis, and quality assurance processes with local implementing partners.
Ensuring program and data quality
- Ensure that LPs have solid PQA and DQA systems and processes in place, as well as the necessary staff, to deliver standards-based results.
- Collaborate with PPME specialists to help LPs record project performance data and respond to implementation difficulties in a timely manner.
- Organize training and capacity building for LPs to improve program and data quality.
- Coordinate and maintain adequate documentation, periodic monitoring and supervision by the PMU to review program and data quality, and validation of reported data and results, including joint visits with finance at least once a year.
- Consolidate and give trend data on problems and opportunities for LPs to improve PQ and DQ.
Knowledge Management and Sharing
- Contribute to the design and management of systems to ensure that the Activity’s knowledge is managed, shared, and leveraged to improve performance and contribute to broader sectoral learning.
- Support the management platforms for regular knowledge exchange sessions both within the Activity and with external stakeholders, such as the SAGES G2G Activity.
- Support LPs in developing and contributing to high-quality learning and knowledge products on a subnational, national, and global scale, in order to inform thought leadership and best practices in education accountability and system strengthening.
- Collaborate with KPs to collect data and information for strategic communications material highlighting the Activity’s accomplishments and successes to internal and external audiences.
Ethical compliance and additional tasks
- Ensure that all relevant CARE policies and guidelines, such as the safeguarding policy and safeguarding code of conduct, the fraud and corruption prevention and response policy, and so on, are understood and followed by staff and partners.
- Encourage LPs to follow company and sector-wide ethical standards and practices, such as Do No Harm and Safer Programming.
- Maintain awareness of and adherence to donor-specific ethical norms and regulations, ensuring that all reporting and documentation meets the necessary ethical standards.
- Monitor and swiftly handle any ethical concerns or violations under established processes.
Required Skill or Experience
Knowledge
- Good understanding of USAID’s M&E rules, processes, and reporting requirements, as well as the CLA strategy.
- A strong understanding of inclusive and participatory PPM and/or quality assurance methodologies, as well as a track record of supporting and fostering capacity building and functional excellence.
- Knowledge of improvements in MEAL system digitization and other technologies allows for the recommendation of appropriate solutions to maximize efficiency and effectiveness.
- Familiarity with US government administrative, managerial, and reporting procedures and systems.
- Knowledge of the Ghanaian school sector and MEAL systems is advantageous.
Experience
- A minimum of 5 years of experience working with MEAL systems on USAID-funded projects, ideally in the education sector, with an emphasis on system building or social accountability.
- Experience implementing USAID’s CLA methodology, including establishing and incorporating CLA into project structures and processes.
- Experience working with different teams, including with local partners, the government, and other stakeholders.
- Desirable experience includes conducting and supporting research (data collecting, analysis, report, and article writing) in education or systems strengthening.
Education
- Bachelor’s degree or equivalent in international development, statistics, education, social sciences, or a related discipline
- Desirable qualifications include specialized training or certification in project performance management, program and data quality assurance, and data management.
