OBJECTIVES OF THE PROGRAM
The Disease Prevention and Control program aims to integrate disease prevention and control, particularly those that cause serious public health issues and are prioritized by national authorities and WHO. The program aims to strengthen healthcare systems and promote evidence-based prevention, control, and care. The plan also seeks to minimize malaria and other vector-borne diseases by working with the government and stakeholders under the Country Cooperation Strategy (CCS).
The programme contributes to the prevention, control, elimination, and eradication of neglected tropical diseases by providing strategic leadership, forming collaborations, and guiding the research agenda to increase the national programme’s capacity to reduce disease burden.
DESCRIPTION OF DUTIES
Under the overall supervision of the WHO Representative and in close contact with the technical staff in the regional office, the incumbent performs the following tasks:
POLICY AND STRATEGY
- Assists the Ministry of Health with the creation of Disease Control strategy strategies and specific work plans.
- Supports the Ministry of Health in adapting and implementing regional disease control and elimination strategies and guidelines;
- Supports the Ministry of Health in estimating illness burden, assessing impact, and tracking progress of disease control measures.
- The incumbent works with all relevant government departments, cross-cutting programs, and bilateral and voluntary organizations to promote disease control policies and exchange information.
Program implementation, monitoring, and evaluation.
- Gives the Ministry of Health technical help in policy formation, planning, execution, monitoring, and evaluation of the integrated disease control program, focusing on important public health issues and priority disease eradication initiatives;
- Provides technical and programmatic support to the National Disease Control Programme, as well as planning, implementing, reviewing, monitoring, and evaluating malaria control and elimination program operations as defined in the country’s plan of action.
- Helps the District Health System implement program activities like early diagnosis, prompt and effective treatment based on laboratory confirmation, locating treatment facilities and referring patients, prevention through promotion, and community awareness of malaria and other vector-borne diseases.
- Supports the Ministry of Health in strengthening surveillance monitoring and evaluation through supervision and data quality audit/assessment at the health facility and community levels, as well as data use for action.
- Ensure widespread access to prioritized interventions in disease prevention, diagnosis, and treatment;
Partnership & Resource Mobilization
- Contributes to WCO’s resource mobilization functions through existing channels at the country level;
- Mobilizes money for the Ministry of Health’s Disease Control Programme by helping the formulation of Global Fund bids as well as proposals to other donors/partners;
CAPACITY BUILDING
- Organizes training for health staff in the epidemiology of communicable diseases and NCDs, and offers technical support for the production of training materials and recommendations for disease prevention and control at the district and local levels.
- Plans and coordinates capacity-building programs on Disease Control components (case management, surveillance and M&E, vector control, communications) and other related areas targeting health professionals, especially community health workers.
Evidence, Research, and Knowledge
- Promotes operational research on disease prevention and control, and helps national governments create and implement these initiatives;
- Updates local data to inform vector control and detect threats to its effectiveness, such as pesticide resistance and residual parasite transmission;
- Advocates for the adoption or adaptation of evidence-based, high-impact interventions into national disease prevention and control policies, strategies, programs, and plans;
- Supports DPC’s research and knowledge transfer operations by connecting local research institutes and universities to global/regional WHO offices and WHO collaborating centers.
- Encourages local research institutes and universities to do implementation and operations research.
PROGRAM/CLUSTER COORDINATION
- Serves as WCO’s Disease Prevention and Control Cluster Coordinator.
- Coordinates planning, implementation, monitoring, and evaluation to ensure approach coherence and enhance efficiency in disease control program delivery.
- Provides technical and programmatic guidance to technical units within the DPC cluster.
- Provides leadership to the programs under the DPC cluster, particularly in the planning and reporting areas.
- Promotes a multidisciplinary approach, encourages cross-cluster interaction, and participates in creating and strengthening partnerships with the donor community, NGOs, and other organizations.
- Supervises and supervises the performance of team members in the DPC cluster at WCOP and does any other related activities as assigned by the WR.
Qualifications Needed
Education
- Essential: Advanced university degree in public health or epidemiology, along with a medical degree from an authorized university.
- Desirable: Training in communicable disease prevention and control. Training in project management.
Experience
- Essential: At least seven (7) years of progressive worldwide and national experience in planning, managing, and implementing communicable disease preventive and control measures, as well as other Neglected Tropical Disease-related activities
- Desirable: Experience with the WHO/UN or other international organizations. A minimum of three years of work experience on significant public health projects. Experience working in the field with community health workers. Experience coordinating many programs at the managerial level.
Skills
- Excellent understanding of disease prevention and control measures.
- Strong management, leadership, and negotiation abilities, the ability to organize teamwork, and build and maintain good working relationships in a multicultural context;
- Knowledge of communicable and non-communicable.
- Disease Control and Public Health Proven expertise in disease prevention, control, and elimination (WHO).

REMUNERATION
WHO professionals receive US dollar pay. The above position pays an annual base salary of USD 77,326 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and a variable post adjustment that reflects the cost of living in a specific duty station, currently USD 2810 per month for the above station. Another benefit is a 30-day annual leave, remuneration for dependent family members, home leave, and an education grant for dependent children.
