POSITION: Finance Manager

Job Description

The Finance Manager leads a team of Finance Officers and Assistants who provide accounting, financial management, and analysis services to help the organisation accomplish its goals. Also, The Finance Manager is a member of the organisation’s Senior Management Team, collaborating closely with the Finance Director to manage the organisation’s finances and programme budgets in a transparent and cost-effective manner.

The Finance Manager also works with the Finance Director to implement effective internal control systems and design an organization-wide financial management strategy.

Essential Job Responsibilities

ACCOUNTING

Managing the General Ledger

  • Conduct periodic reviews of QuickBooks transactions against the source document to ensure that entries are appropriately captured.
  • Identifying and correcting problems in posts during general ledger examinations.

Review accounting transactions

  • Review the cashbook to ensure that all transactions for the month have been recorded.
  • Review bank reconciliation statements provided by Finance Officers and Finance Assistants to ensure that all transactions are reported completely and accurately.
  • Follow up to ensure that all reconciling items are completed by the 5th of the next month.
  • Review the organisation’s online banking transactions on a regular basis and work with the Finance Director to ensure that all irregular transactions, whether initiated internally or by the bank, are rectified as soon as possible.
  • Check payroll reports, Tiers 1, 2, and 3, and PAYE schedules for the month to ensure they are complete and accurate.
  • Ensure that all statutory payroll deductions are completed by the dates.
  • Ensure that the Finance Officer issues payslips to workers and Key Advisers by the 5th of the next month.
  • Thoroughly evaluate payment vouchers issued by Finance Officers and Assistants to ensure that all facts are collected and computations are done correctly.
  • Review all uploaded payment transactions on the banking platform to confirm that the payments are complete and accurate.
  • Examine accruals and advance schedules submitted by Finance Assistants and Finance Officers to confirm that the right foundation for accruals has been established, as well as accurate retirement and amortisation of advances.
  • Review the fixed asset register to confirm that all costs and accrued depreciation for fixed assets have been entered entirely and accurately.
  • Review journal vouchers for non-cash transactions (e.g., depreciation, pre-payment amortisation) and fix errors to ensure accuracy.
  • Review and oversee all accounting and related tasks conducted by Finance Officers and Finance Assistants.

Financial Reporting

Period-end closing processes.

  • Evaluate month-end and year-end closure journals prepared by Finance Officers and Finance Assistants.
  • Check General Ledger transactions in QuickBooks to ensure they are balanced.

  • Ensure that all approved financial statements are signed.
  • Collaborate with senior management to prepare monthly expenditure reconciliation, financial reports, invoices, and billing control sheets.
  • Prepare donor financial reports and supporting paperwork for evaluation by the Finance Director, which must be provided before all deadlines.

Reporting: 

  • Create new reports in response to company demands.
  • Prepare ad hoc reports as requested by the Finance Director and/or Senior Management Team.
  • Monitor the preparation of the Finance Unit’s quarterly reports for submission.

Financial Management

Creation of work plans and budgets

  • Contribute to the creation of work plans and translate them into expense lines to generate programme budgets.
  • Assist the Finance Director with the planning and coordination of the programme budget.
  • Assist the Finance Director in preparing the entity’s annual core budget.
  • Assist the Finance Director with the periodic evaluation and forecasting of the programme and core budgets.

Budget management and monitoring.

  • Collaborate with the Finance Director to create budget monitoring systems for both the programme and core budgets.
  • Assist the Finance Director in monitoring the implementation of programme work plans to ensure they are within budget and provide input to Technical Teams.
  • Monitor programme expenditure and communicate any potential issues with invoicing, forecasting, disbursement, or accounting, as well as any other financial concerns.
  • Monitor core budget expenditures and keep the Senior Management Team informed of any possible difficulties with core budget utilisation.
  • Hold regular programme-finance budget meetings to monitor expenditure versus component budgets and work plans, and make necessary modifications.

FINANCIAL CONTROL AND COMPLIANCE.

Establishing a strong internal control system for finance

  • Help the Finance Director build and maintain a good financial management, accounting, and administrative system based on accuracy, timeliness, and transparency.
  • Assist the Finance Director in developing clear and comprehensive financial policies and processes to govern financial transactions and reduce the risk of errors and losses.
  • Help the Finance Director organise the implementation of new financial policies and/or adjustments to current policies.
  • Collaborate with the Finance Director to ensure that workers and Key Advisers are informed on financial policies and/or updated on updates to them.

Adherence to financial policies and fund restrictions.

  • Assist the Finance Director in monitoring the implementation of the organisation’s financial policies and procedures to ensure compliance with internal controls.
  • Assist the Finance Director in collaborating with T-TEL’s Technical Teams to guarantee compliance with funder regulations in the execution of all programme operations.
  • Verify expenditures and review supporting documents submitted by T-TEL Technical Teams for programme activities.
  • Notify the Finance Director of any found anomalies.

Audit (Internal and External)

Participating in the audit process.

  • Ensure that the trial balance and all supporting documentation are generated and made available to External Auditors during the audit.
  • Provide proper answers to External Auditors regarding any issues that may occur with the financial statements during the audit.
  • Provide all information and supporting documentation needed by the Internal Auditor during the internal audit assignment.

Qualifications & Experience

  • Part-time professional qualification in ACCA/ICA/CIMA, with a degree in finance or a related discipline, and at least 8 years of experience working in audit and finance roles.
  • Prior experience working on ‘donor sponsored’ projects for non-profit organisations, as well as in multinational situations, would be advantageous.
  • Expertise in financial analysis, reporting, cash flow analysis, budget preparation, and forecasting.
  • Working knowledge of ERP, namely Microsoft Dynamics 365 Business Central.
  • Strong knowledge of IFRS/IPSAS.
  • Expertise in external auditing and internal controls.
  • Proficient in the use of QuickBooks financial software, databases, spreadsheets, and Microsoft Office.
  • Excellent interpersonal and communication abilities (oral and written), especially effective English-language communication.
  • High numeracy skills.
  • Exceptional attention to detail.
  • Solid leadership abilities.
  • Reliable and committed to teamwork.
  • Able to accomplish difficult administrative tasks with minimal supervision.
  • Demonstrable ability to meet deadlines.
  • Proactively raise issues with management and resolve identified difficulties.
