POSITION: Finance Manager

Cluster Brief
- The Cluster “Network for Inclusive Economic Development” in Ghana comprises six bilateral projects, four regional ones, and seven global initiatives.
- The cluster aims to develop the economic structure for inclusive, sustainable, and job-creating growth while offering advisory services.
- The primary client is the Federal Ministry for Finance, Development and Cooperation (BMZ) along with the European Union.
Scope of Role
The Finance Manager will oversee financial management, budget and accounts oversight, cash management, and commercial compliance for multiple projects within the NIED cluster, with primary responsibility for the Invest4Jobs project.
Tasks:
- In charge of the financial oversight of the projects. (e.g., budget, expense and contract tracking, disbursement of funds).
- Oversees the proactive administration of accounts receivable and payables, coordinating efforts with the GIZ NIED service unit and GIZ country offices for the projects.
- Collaborates with project leads to create budgets focused on monthly expenditure supervision, expense management, and addressing any incorrect charges to the project accounts.
- Ensures proper management of procurement services for project execution, in accordance with the relevant contract awarding rules.
- Offer guidance to projects regarding commercial matters (e.g., dealings with BMZ, German public sector clients, co-financing).
- Conveys information on commercial regulations, standards, and guidelines to project personnel.
- Accountable for adhering to accounting deadlines while taking into account departmental and country-specific needs for the projects.
Required Qualifications and Experience
- Bachelor’s degree, ideally in business with an emphasis on finance and controlling. At least 10 years of applicable professional experience as a finance manager within public implementation agencies.
- Comprehensive understanding of SAP controlling features and Excel applications for financial management, familiarity with GIZ-specific financial management tools such as Onsite Reporting and Onsite Operations is advantageous.
- Familiarity with managing funds from German Government donors (e.g. BMZ) and knowledge of EU co-financing is advantageous.
- Organized and forward-thinking approach to tasks, dependability, and enthusiasm for challenges.
- Strong dedication, capability to collaborate within a team, excellent communication abilities, along intercultural and social competencies.
- Skilled in English, familiarity with the German language is beneficial.
