ROLE: Junior Technical Advisor – Private Sector Dev’t

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) is a public-benefit federal enterprise that operates in over 100 countries worldwide. We work on behalf of the German government, assisting public and private sector clients in a wide range of areas, including economic development and employment, energy and the environment, and peace and security. Our work in Ghana is divided into three main areas: climate and energy, just transition; sustainable economic development, training, and employment; and peaceful and inclusive societies, which focus on good governance.

Project Brief

Market-Oriented Value Chains for Jobs and Growth in the ECOWAS Region (MOVE) – The MOVE project, with ECOWAS as its primary political partner, aims to construct resilient cashew and rice value chains that will contribute to job creation and income generation in West Africa.

The project is primarily sponsored by the German Federal Ministry for Economic Cooperation and Development (BMZ), with additional funding from the European Union and the Bill & Melinda Gates Foundation, and is being carried out in collaboration with a wide range of corporate and public sector partners. MOVE’s intervention countries include Burkina Faso, Côte d’Ivoire, Ghana, Sierra Leone, Nigeria, and Senegal.

Scope of Role

The Junior Technical Advisor will work closely with the Private Sector Component team and will be responsible for dealing with all questions that arise while implementing the component’s activities. Contributing to identifying important problems/issues and assisting in devising implementation-oriented solutions, further improving instruments and assisting in implementing innovation and change, knowledge management by documenting and distributing

know-how, experience, and knowledge, while also aiding management in the creation of food safety standards and effective supply chain linkages.

The responsibilities also include management of the Private Sector Component following project goals and activities agreed upon with various private and public sector partners, team agreements and/or agreements with the superior, advising partners (both private and public), cooperating with important stakeholders including financial institutions, and maintaining a good flow of communication and information between all involved institutions and counterparts and GIZ.

Tasks

Private Sector Development

  • Prepare and carry out projects/interventions relevant to project output indicators to increase the value addition of processed products in the project countries.
  • Prepare terms of reference, guidelines, and other documentation for contracting consultants and external partners.
  • Provide technical help to rice processing factories, as well as provide training sessions for factory employees on food safety regulations.

Professional Advisory Services

  • Assist partner institutions with order clarity, identifying needs, establishing concepts and strategies, and providing technical support.
  • Contribute to the preparation and implementation of the coordination process, collaborative project/programme activities, and regional work.
  • Actively monitor the creation and execution of project/program plans and activities in close collaboration with counterparts.
  • Management and Coordination
  • Support all administrative processes related to private sector development in the ECOWAS region’s rice value chains.
  • Assist with component project planning and the development of project concepts, strategies, and implementation.
  • Assist in effective communication with technical, cross-cutting, and administrative units (production, processing, HCD, policy, M&E, F&A, communication).

Communication and Networking

  • Communicate with essential project partners regularly, and establish and maintain communication with all important stakeholders.
  • Ensure that knowledge management is documented, and important information is distributed; monitor communication and interaction between government institutions, non-governmental organizations, and society through media analysis, direct dialogue, participation in meetings and seminars, and so on.

Knowledge Management

  • Support the creation of ready-to-use methods and technical concepts, such as guidelines, manuals, and procedures.
  • Assist with research and studies on topics related to programme implementation and learning.
  • Compile information on the implementation of partner work plans while ensuring knowledge transfer.

Other responsibilities / additional tasks

  • Perform other jobs and tasks as directed by management.
  • Assist with the development of training materials and accompany consultants on coaching sessions at partner institutions.

Qualifications & Experience

  • A bachelor’s degree in food science and nutrition, food engineering, or a related field is required for the project objectives.
  • At least two (2) years of relevant professional experience working on donor-funded projects or in an equivalent job in the private sector.
  • Experience collaborating with private sector actors (farmers, processors, investors, and potential investors).
  • Experience with end-to-end processing in food safety standards will be beneficial.
  • Experience developing dietary plans and demonstrating practical support for private sector partners in rice value chains.
  • Stock control and management, including quality standard factors.
  • Fair awareness of rice quality assurance and marketing alternatives.
  • Computer proficiency in current MS Office applications (Word, Excel, PowerPoint, and Outlook).
  • Excellent oral and written communication skills, as well as strong presentation abilities.
  • Willingness to travel frequently, as well as the ability and sensitivity to work in an international setting.
  • Excellent understanding of English and relevant Ghanaian language(s); knowledge of French is a bonus.
