POSITION: Logistics and Security Officer

Agence Française de Développement (AFD) subsidiary Expertise France is the French interministerial agency for international technical cooperation. Expertise France, Europe’s second-largest organization, creates sustainable public policy projects in developing and emerging nations. It collaborates with partners to accomplish the Sustainable Development Goals in governance, health, education, and the environment.

The EU has commissioned Expertise France to design and implement “Sustainable Cities – Phase 1”. Expertise France will help the Ministry of Local Government, Decentralisation, and Rural Development (MLGDRD) build capacity and collect data in selected Regional Capitals—Wa, Damongo, Nalerigu, Bolgatanga, Tamale—and the secondary city of Yendi.

Expertise France will take these steps to attain its goals:

  • Promote coordination between local and national authorities by improving capacity, urban observatories, climate change and inclusion policies, and peer-to-peer dialogues.
  • Increase central and local government’s ability to coordinate, devise, and implement urban policies, planning, and regulation to better urban governance. Building local authority technical capacities and encouraging a participative approach
  • Helping local governments plan and implement water, sanitation, and waste management improvements in the 6 beneficiary MMAs.

Description and goals of the project

With 30.4 million people in 2019 and over 55% residing in cities, Ghana has a dense metropolitan network along the Atlantic coast and in the Ashanti Region. The country is halfway urbanized and has a better urban economic network than other West African nations.

Urbanization has created jobs, improved living conditions, and reduced poverty for many Ghanaians, but now it must address economic efficiency and social inclusion in urban areas. Unplanned urban and metropolitan expansion and poor connectivity inside and between Ghana’s cities increase socioeconomic and environmental costs, unequal access to essential services, health hazards, and ecological damages.

An integrated program addressing central institutional and legislative framework and local urban expansion is proposed to meet infrastructure and service demands.

The EU-Ghana Partnership for Sustainable Cities includes Sustainable Cities – Phase 1. The project, funded by the EU and administered by Expertise France through the Ministry of Local Government, Decentralisation, and Local Development (MLGDRD), promotes sustainable and inclusive cities to boost urban prosperity. Moreover, the project aims to support six Metropolitan and Municipal Assemblies (MMAs)—Tamale Metropolitan, Wa, Bolgatanga, Yendi, West Gonja, and East Mamprusi—to promote sustainable urban development and address city spatial growth and climate change challenges. The project also aims to improve urban governance, inclusive planning, service accessibility, and green economic development and employment.

The project began on March 1, 2024, and will last 58 months.

Tasks and Duties

The Administration and Finance Manager supervises the Logistics and Security Officer on the Tamale project team. Security challenges in the Guinean Gulf are closely monitored by security management, particularly the regional security coordinator. He/She will assist the team with mission orders, security, travel (booking flights, cars, accommodations), and project meetings, workshops, and events. Vehicle management, project fleet monitoring, and repair will fall to him/her. He/she will manage project drivers.

The Logistics and Security Officer implements the project-specific logistics support structure. He ensures that purchase and transport policies, rules, procedures, and good logistic practices are followed. The teams receive the resources, tools, and means the project requires to complete its tasks.

He/she oversees event logistics from planning to post-event management in the field. He/She manages a budget and ensures activities run smoothly. The Logistics and Security Officer ensures event smoothness technically. He/She must accompany technical teams on D-Day and educate users of the reserved location’s facilities. He/she oversees operational implementation, event execution, evaluation, and operation review.

The incumbent will be responsible for

The logistics and security officer helps define the Project’s communication strategy by elaborating its communication plan, particularly its financial implementation, following the schedule, budget, and Expertise France and EU directives.

Logistics and Security Officers oversee: 

Logistics 

  • Manage supply chain performance,
  • Manage cars, base structures (office, house), equipment, and resources.
  • Manage inventories,
  • Help manage operational security,
  • IT equipment management, HR management (two drivers),
  • Reporting and capitalization
  • Improve fleet optimization (two cars planned),
  • Help the two drivers optimize travel,
  • Logistics compliance and fraud prevention,
  • Help create and adjust logistics procedures
  • Coordinate with the administrative and financial management on all software files.
  • Apply logistics procedures
  • Secure products received and stored at Expertise France,
  • Help organize training, seminars, and workshops.
  • Help write technical specifications and terms of reference for supply or service purchases.
  • Keep inventory clean, organized, ventilated, and pest-free.
  • Maintain equipment inventory and report periodically,
  • Prepare and deliver approved equipment,
  • Prepare loads and transport documentation (delivery slips, donation certificates),
  • Contact the customs declarant for article customs formalities
  • Maintain the telecom equipment to stay in touch with all Expertise France personnel.
  • Prepare and assist provincial missions technically and administratively,
  • When needed, monitor field logistics,

Security Management

  • Analyze the project’s execution areas and gather the elements needed to apply the agency’s security protocols, measures, and rules in the mission cities.
  • Update project security context as changes occur.
  • Make that all Expertise France employees—missionaries, short-term or long-term specialists, expatriate or national—follow security rules and instructions.
  • In collaboration with two project managers or sponsors and the head office security department, monitor all security files.
  • Discuss the security plan with project managers, sponsors, and the headquarters security department, and update it regularly.
  • Real-time monitoring of all Expertise France staff in mission cities
  • Send safety papers and mission orders for orange or red zone official travel to the headquarters’ security department for certification with recommendations.
  • Coordinate safe personnel and equipment delivery by air, road, or sea (organization, monitoring, local connections),
  • Establish and maintain a telecommunications system to communicate with all Expertise France staff in the mission’s cities/provinces.
  • Daily country security monitoring
  • Prepare frequent security analyses and notify project managers, sponsors, and the head office security department.
  • Inform two project managers, sponsors, and headquarters security of risks/threats and incidents in real-time.
  • Maintain corporate intelligence, gather and evaluate local, national, and worldwide security data,
  • Provide technical report elements to project managers, sponsors, and the head office.
  • Maintain the safety of Expertise France offices throughout Ghana, particularly in mission cities/provinces.
  • Communicate with security to implement crisis plans.

Communication

  • Help create an action plan/scoreboard of all Project communication actions in respect to Expertise France and EU policies/directives, including its budget.
  • Help implement the action plan/communication dashboard according to the timeline and budget, especially for event organization.
  • Help improve Project activities at the national level, with beneficiaries and partners, and with Expertise France’s EU-funded action,
  • Provide communication recommendations tailored to target audiences and project goals.

Event

  • Organize event logistics by mobilizing internal and external human and material resources, including finding and managing external service providers.
  • Promote remote session implementation with technical help.
  • Invitations to launch
  • Perform operation planning and budget monitoring with the Activity Manager and Project Leader.
  • Upstream (media coverage), D-Day, and downstream communication
  • Welcome attendees and coordinate stakeholders,
  • Make sure remote session digital channels operate,
  • Implement in-person or remote translation as needed.
  • Evaluate events with participants, event act,
  • Capitalize on event highlights,
  • Encourage event participation.
  • Review spending starts with the Project Leader and Administrative and Financial Team.

Property and equipment management

  • Oversee maintenance staff
  • Monitor agency property maintenance
  • Audit and maintain office equipment (computers, printers, scanners),
  • Track the renovation and maintenance of base structures like offices, living quarters, and stockpiles.
  • Help implement and monitor the IT network

Essential Skills or Experience

Pro Experience Requirements

  • Minimum Bachelor of Logistics, Communication, or equivalent,
  • At least 5 years in a comparable job
  • Experience speaking on externally sponsored projects would be helpful.
  • Previous team management experience
  • IT management fundamentals

Human Skills and Knowledge 

  • Known communication talents,
  • Understand purchasing, transit, storage, etc. rules.
  • Know funder procurement and logistical policies.
  • Predict and organize: exhibit foresight (plan ahead, predict actions) and organizational sense (goals, role allocation).
  • Love of teamwork
