POSITION: Senior Field Programme Officer
The Regional Office for Africa (RAF) is responsible for directing FAO’s response to regional priorities in food security, agriculture, and rural development through the identification, planning, and implementation of FAO priority activities in the region. It ensures a multidisciplinary approach to programs, determines priority areas of activity for the Organization in the region, and, in collaboration with headquarters Divisions/Offices/Centres, develops, promotes, and supervises FAO’s strategic response to regional objectives.
RAF also advises on the incorporation of regional priorities into the Organization’s Work Programme and Budget, as well as the execution of permitted regional programs and projects, assesses program implementation levels, and highlights flaws and weaknesses. The RAF forms and maintains partnerships with regional institutions, particularly Regional Economic Integration Organizations (REIOs). The Regional Office promotes regional policy debate on food security, agriculture, and rural development issues, facilitates regional partnership building, and contributes to the region’s capacity and resource mobilization for food security, agriculture, and rural development.
The position is based in Accra, Ghana, at the Regional Office for Africa, RAF.
Reporting Lines
The Senior Field Programme Officer reports to the ADG/RR.
Technical Focus
Program/project development, management, and monitoring.
Key Results:
Leadership and technical knowledge for planning, developing, and implementing work programmes, projects, and related products and services in conformity with the FAO Strategic Framework.
Key Functions.
- Leads the development, implementation, and evaluation of assigned programs/projects; directs the review of relevant documents and reports; identifies priorities, problems, and issues to be addressed and proposes corrective actions; communicates with relevant parties; and identifies and initiates follow-up activities.
- Coordinates programs and analyses assessments of issues and trends for program and project implementation, as well as the creation of impact evaluations or equivalent studies.
- Supervises the creation of various written outputs, such as background papers, analyses, major sections of reports and research, or contributions to publications.
- Directs substantive support for consultative and other meetings and conferences, which includes proposing agenda themes, identifying attendees, and preparing materials and presentations.
- Manages outreach initiatives; plans and delivers training workshops and seminars; and gives presentations on assigned topics/activities.
- Leads field missions, including assisting external consultants, government officials, and other stakeholders.
- Represents the Organization in international meetings and conferences, identifies and executes strategic alliances, promotes best practices and discourse, and builds and negotiates successful working relationships/consensus and agreements with international and national stakeholders.
Specific Functions
- Coordinates the RAF Operations Support Group, and oversees and evaluates assigned individuals in the Regional Office.
- Oversees, guides, and supports project formulators, budget holders, and Field Programme Support and Monitoring Officers throughout the region.
- Acts as the delegated budget holder, with responsibility for regional initiatives as needed.
- Ensures and encourages compliance with the Project Cycle Guide’s defined policies and procedures by regional project formulators, operators, and budget holders.
- Organizes and manages capacity building for program/project management, the Project Cycle Guide, and related resources for project formulators, operators, and budget holders in the region.
Candidates will be assessed against the following criteria:
Minimum requirements
- Advanced university degree in economics, business administration, management, development, or a similar discipline.
- Ten years of relevant expertise in results-driven project/program planning, implementation, monitoring, and reporting systems/appraisal.
- Working proficiency (proficient – level C) of English, as well as intermediate (level B) understanding of another official FAO language.

Technical/functional skills
- Work experience in more than one place or area of work is required, especially in field employment.
- Extent and relevance of expertise in program/project management, including the administration/operation of small-, medium-, and/or large-scale projects at the national and regional levels, as well as detailed understanding of associated administrative, operational, and financial procedures.
- The breadth and applicability of expertise and skills in project identification, program and project creation, analysis, planning, and implementation.
- Knowledge of results-based management strategies and practical expertise with their use.
- Knowledge of field programming issues in the region is regarded as a valuable advantage.
- Knowledge of global concerns, trends, and restrictions in development cooperation, with a particular emphasis on hunger and poverty reduction.
