What to anticipate
The Youth Mainstreaming Training Programme is intended to increase stakeholder capacity in response to a Commonwealth Heads of Government commitment to ensure that young people’s voices, rights, capabilities, and needs are taken into account and prioritized in policy and decision-making across governments and development institutions.
It is a component of the Commonwealth’s signature Year of Youth, which was given special status at a summit of Commonwealth Heads of Government in Kigali, Rwanda, in June 2022. There, Heads announced a focus on empowering youth, stakeholders, and governments to speed up progress on youth-focused problems in 2023.
Eligibility Requirements
The Commonwealth Year of Youth Project on Training, Employment, Economic Opportunities, and Inclusion applicants must fulfill the following requirements in order to be considered:
- Applicants must be citizens of a Commonwealth nation.
- Applicants must be 27 or younger at the time applications close.
- You must possess a bachelor’s degree or its equivalent in a field that is pertinent.
- Applicants must have at least a year of documented work experience in the planning and delivery of initiatives or programs related to democracy or development.

About the Commonwealth
A voluntary grouping of 56 sovereign and equal nations, the Commonwealth.

About the Commonwealth Secretariat

The General Secretary of the Commonwealth

Information on The Commonwealth Summits
- We bring together political leaders at Commonwealth summits to make choices that affect the lives of all Commonwealth citizens.
- By bringing together our member nations, we strengthen their voices and enable them to collaborate on international issues.
- At the Commonwealth Heads of Government Meetings (CHOGM), which are held every two years, leaders decide on priority areas of work.

Obtaining Commonwealth membership
A voluntary grouping of 56 sovereign and equal nations, the Commonwealth. Despite having British Empire roots, the Commonwealth now does not require members to have formerly been a part of that organization.
Qualifications for Membership
The following fundamental requirements for membership were established by the Heads of Government during the Commonwealth Heads of Government Meeting held in Uganda in November 2007 after reviewing the recommendations of the Committee on Commonwealth Membership.
- Unless there are extraordinary circumstances, an applicant country should have had a historic constitutional link with an existing Commonwealth member.
- Applications should be evaluated on a case-by-case basis in unusual situations.
- A candidate nation shall recognize and adhere to the essential values, tenets, and priorities of the Commonwealth as outlined in the 1971 Declaration of Commonwealth Principles and other subsequent Declarations.
- A candidate nation must show a commitment to democracy, democratic processes, such as free and fair elections and representative legislatures, the rule of law and the independence of the judiciary, good governance, such as a well-trained public service and open public accounts, and protection of human rights, freedom of expression, and equal opportunity.
- An applicant nation must acknowledge His Majesty King Charles III as the Head of the Commonwealth and accept Commonwealth norms and traditions, including the usage of the English language in inter-Commonwealth ties.
- New members should be encouraged to join the Commonwealth Foundation, support active business and civil society organizations in their nations, and promote participatory democracy by holding regular discussions with civil society.
- Heads of Government also concurred that a current member should not be required to reapply for Commonwealth membership if it continues to meet all eligibility requirements even if its formal constitutional status changes.
- The Heads agreed with the Committee’s other proposals, which included a four-step process for evaluating membership applications, requiring new members to contribute to the Secretariat’s existing budget, and renaming countries with accrued arrears as “Members in Arrears.” They also supported the Committee’s recommendations on strategic alliances, special guests, and overseas territories.
Joining the Commonwealth procedure
Once the formal expression of a desire to join is triggered, there is a membership process that must be followed by qualifying countries. the following are involved:
- An informal assessment made by the Secretary-General when a candidate country expressed interest
- Member state consultations with the Secretary-General
- A request for the interested nation to submit a formal application.
- A formal application demonstrating the effectiveness of democratic procedures and public support for the country’s accession to the Commonwealth.
- The process also stipulates that the Heads of Government will evaluate the application at the following CHOGM and, if they agree to accept it, the country will join the Commonwealth and be invited to future gatherings.
Renewal of Commonwealth Membership
A member state of the Commonwealth that withdrew or was expelled would have to reapply for membership. Although the Commonwealth Heads have not established any re-joining requirements, it is assumed that a country will show that it still upholds the Commonwealth’s founding ideals and values.
