POSITION: Payroll Consultant

Job purpose

This role will create and implement lean transactional payroll processes and manage regional payroll operations, compliance, efficiency, and accuracy. This includes building tools, processes, and procedures to manage payroll methodically, using MyHR, and integrating with other platforms. Review, analyze, recommend, and drive regional payroll operational and administrative models to ensure optimal payroll operational process and procedure execution. The function demands a systematic, coordinated, continuous improvement strategy.

Role context

British Council Professional Services are in transition. For the People function, this involves major changes to HR services for company leaders, line managers, and employees.

British Council contracts with professional services partners to deliver People function services including HR Admin, Learning and Development, Pre-Appointment Screening, and Pre-Payroll.

This partner provides an important operational and tactical component to HR operations, so the British Council must integrate it with its People function services to deliver value and cost-effectiveness to the HR organization and excellent service to the wider organization and our employees.

The Payroll Consultant will collaborate with the professional services partner to deliver end-to-end payroll services in accordance with the People function’s strategic objectives and to develop them to ensure a seamless client experience and the highest quality.

People Solutions, which includes the Payroll Consultant, helps business executives make informed decisions within policy and procedural frameworks and ensures that all colleagues receive efficient and effective people administration.

The People Solutions hubs enforce local laws and interpret global policy for the local context. This team helps create organizational capabilities in people management through advisory services and continual improvement in operations service delivery.

The role reports to the Hub Payroll and Data Manager.

Key Responsibilities

Leadership, management

  • Managing payroll procedures efficiently and effectively.
  • Support process and platform alignment for integration with HR and non-HR processes and platforms.
  • Support ongoing process improvement for faster, better, customer-focused payroll operations.
  • Apply the regional payroll operations plan, including reviewing the delivery model and procedures for compliance, efficiency, and accuracy.

Stakeholder and relationship management

  • Work with People to provide a seamless hire-to-retirement experience.
  • Cooperate With MSP
  • Review MyHR personnel data (new hires, modifications, additional earnings) to guide payroll runs and anticipate issues. In some countries, data from numerous sources must be reconciled.
  • Use Excel templates or a payroll system to calculate payroll.
  • Donate to statutory bodies (pension, social security).
  • Ensure employees receive correct and timely system-generated pay stubs.
  • Consolidate payroll register and other payroll reports and get payroll processing approvals.
  • Complete payroll logs and accruals for the assigned countries.
  • Communicate with government statutory bodies on reporting.
  • Pay accurately, on time, and according to law. This includes fund allocation notification to finance.
  • Remind staff of annual tax submission deadlines and ensure correct and timely reporting.
  • Maintain internal controls and audit documents.
  • Process leavers’ last settlements quickly.
  • Process overtime payments and reimbursements accurately.
  • Process PRs and POs for HR vendor payments including medical insurance, medical claims, payroll vendor fees, etc.

Case Management

  • Respond to payroll-related employee inquiries via case management.
  • Maintain Service Level Agreements by responding to C4C (case management ticketing system) requests regularly.
  • Understand stakeholder questions and address tickets customer-centricly.

Records Management

  • File payroll documents (particularly payslips and reports) carefully.
  • As per national data protection policies, archive/destroy payroll records.
  • Support audits when needed.

Service enhancement

  • Encourage ongoing progress.
  • Address obstacles with a constant improvement approach.
  • Participate in outsourcing projects during business as usual transition.

Communication with Stakeholders

  • Maintain regular communication with approvers and key individuals to coordinate payroll payments.
  • Escalate issues to management quickly to resolve and mitigate risks.

Teamwork

  • Actively assist teammates with their workloads.
  • Need help? Ask management and teammates.
  • Support and advocate for change, especially outsourcing.
  • Deliver activities outside this role’s mandate with flexibility.
  • Participation in projects or activities outside its scope is needed. Local compliance must be supported.
  • Generate and evaluate operational and statutory payroll reports like production, quality, and workforce management at set intervals.

Work with Others Functional Pillars

  • Collaborate with other People functions to support business initiatives.
  • To ensure a consistent HR perspective, continuously update other People’s function areas on payroll team developments and issues.

Minimum/essential

Role-specific expertise

  • Payroll operations process evaluation and improvement experience.
  • Experience in payroll operations in numerous regional nations, including tool, process, and procedure design.
  • Has experience in an international company with many cultures and nationalities.
  • Payroll staff leadership experience
  • Proven procedure and technical problem-solving.

Desirable

  • Payroll automation knowledge
  • Initiative and critical thinking.
  • Preferably shared service/outsourcing experience.
  • Desired: people management/team leadership experience.

Language Needs: British Council global processes are in English. English writing and speaking skills are necessary.
