POSITION: Chief of Party
ROLE DESCRIPTION:
The Chief of Party will oversee project management, administration, and the execution of the project. They will uphold systems for project operations; guarantee that all award deadlines are achieved, and targets are reached; supervise project personnel; and manage and sustain collaborative relationships with project stakeholders, which include government ministries, private sector companies and industry associations, subgrantees and/or subcontractors, other development initiatives, short-term technical assistance providers, and local organizations. They will spearhead joint efforts to guarantee that all strategies are sustainable, interdisciplinary, and grounded in evidence.
Key Duties:
Collaboration
- Collaborate closely with the donor to guarantee that the project aligns with the donor’s strategic aims and objectives for Agricultural Productivity, as well as for Expanding Markets and Trade, while implementing program-wide learning and teamwork.
- Work together with host government initiatives and other donor projects to combine resources and enhance outcomes.
Technical
- Create and guide a technical strategy that promotes expanded adoption of sustainable and scalable agricultural practices and technologies in diverse agricultural (including livestock) production, enhances markets and market accessibility, and boosts trade in agricultural products.
- Track project performance via metrics and assess program efficiency and outcomes.
- Utilize an adaptive management and learning strategy to assess program outcomes and effects iteratively. Implement changes to duplicate and expand successful initiatives and amend those activities that are not producing intended outcomes.
Management and Leadership
- Offer administrative guidance and technical advice on agricultural methods to project personnel, consultants, and collaborators, including recognizing and addressing training and mentorship requirements.
- Guarantees that staff adhere to all USDA administrative and operational guidelines and policies, along with relevant donor regulations.
- Keep in regular contact with the Winrock home office and USDA to offer continuous, informal updates on project status.
- Additional tasks as assigned.
QUALIFICATIONS AND EXPERIENCE:
Education:
- A degree in international development, business, finance, management, or related disciplines. A master’s degree is preferred.
Experience:
- At least 10 years of experience in overseeing value chain advancement and/or intricate economic growth initiatives, including leading private sector procurement.
- Experience in senior management of programs funded by donors is necessary. Experience with prior COP roles in USG-funded agribusiness, value chain, or market system development projects, or comparable private sector management experience is desirable.
- Experience in designing, implementing, and guiding project staff and partners on systems-oriented interventions is necessary.
- Experience in applying the collaborating, learning, and adapting (CLA) framework during project execution.
- Experience incorporating social and behavioural change communications into the development of training and capacity-building initiatives.
- Experience in building collaborations with private sector entities focused on mutual value.
Abilities/Expertise:
- Capacity to tactfully oversee personnel and harmonize efforts with collaborators from diverse backgrounds and experiences.
- Capability to create partnerships and networks with public and private sector entities that can offer synergies and enduring solutions.
- Should be at ease in a senior representation role while also engaging with project participants.
- Showed comprehension of USG M&E frameworks and reporting mechanisms. Preferred skills include knowledge management, qualitative and quantitative analysis techniques, data evaluation, collaboration, and the learning and adaptation (CLA) approach.
- Outstanding management, communication, and organizational abilities are necessary.
- Strong computer abilities (word-processing, spreadsheets, and databases) are necessary.
Other: Proficiency in English is necessary. Professional experience in Ghana is greatly sought after.
