POSITION: Technical Program Manager

Pure Earth is an international nonprofit committed to tackling the problems of mercury and lead pollution in low- and middle-income nations. Since 1999, Pure Earth has completed more than 150 projects globally, focusing on research, training, and environmental cleanup. Through collaborations with public, private, and civil society organizations, we address toxic metal pollution from lead (Pb) and mercury using innovative and evidence-driven approaches. In Ghana, we have uncovered more than 150 hazardous locations, where lead is a major pollutant.
Position Summary
The Technical Program Manager offers strategic technical guidance, oversight, and effective execution of Pure Earth’s initiatives in the nation. S/he makes certain that program goals are achieved and that all activities address the needs of the host country and its donors. S/he works together with the Country Director and partners to perform a situational analysis of the country, create program work plans, and supervises budgets according to anticipated program outcomes and results.
The Technical Program Manager delivers strategic guidance and supervision of the technical components of projects within the country, including technical direction, team leadership and mentoring, collaboration with donors, government, and partners, as well as oversight of program management and reporting.
The Technical Program Manager, reporting to the Country Director, maintains a working relationship with the Global Technical Director, the HQ technical team, and field project officers to ensure the effective management and execution of ongoing programs, while also representing Pure Earth to local partners, communities, and donors.
Main Duties
Program Coordination:
- Assist in the strategic guidance and implementation of initiatives aimed at reducing toxic metal pollution, including Lead (Pb) and Mercury.
- Create and manage work plans and schedules to achieve project goals, while including financial management responsibilities like budget monitoring and resource distribution.
- Collaborate with Ghanaian governmental bodies to tackle regulatory issues and assist in creating local and national policies aimed at managing toxic metals.
- Oversee program personnel responsible for the daily implementation of the program.
- Connect with industry specialists in the cosmetics and cookware sectors regarding lead contamination.
- Work together with artisanal gold mining participants to tackle and reduce mercury pollution challenges.
- Perform analyses of supply chains for potential exposure to toxic metals, pinpointing regulatory shortcomings and areas for enhancement.
- Collaborate with partners to assess current policies and formulate new regulations aimed at tackling toxic pollution.
Tactical Development:
- Collaborate closely with the Country Director and partners to create and design a high-caliber country program and work plan suited to the local context, aligned with government and donor development strategies, and consistent with the organization’s overarching vision and mission.
- Make certain that the organization maintains the growth and enhancement of initiatives grounded in a strategic assessment of the local country environment.
- Collaborate with the communication team to manage local marketing and promotion of the organization and its programs.
- Collaborate closely with the Global Technical Director to manage the execution of project activities on the ground.
Surveillance and Assessment (S&A):
- Spearhead the creation and execution of M&E frameworks to evaluate program efficacy.
- Establish efficient systems for monitoring and evaluating projects, modifying strategies according to data analysis to enhance project results.
- Spearhead data gathering initiatives on lead exposure, guaranteeing that results guide project strategies and stakeholder awareness efforts.
- Foster a culture of learning and flexibility within the team using insights derived from data.
Engagement with Stakeholders and Management of Partner Relationships:
- Foster and develop solid connections with stakeholders, including governmental bodies like the Ghana Health Service and the Environmental Protection Agency.
- Collaborate with industry leaders, community groups, and global organizations to coordinate actions and exchange knowledge on lead reduction.
- Partner with scholarly organizations for research and data-driven program development.
- Promote policy changes and improvements to regulatory structures related to ULAB management and lead (Pb) and mercury exposure concerns.
- Conduct workshops to inform communities about the dangers of lead and mercury exposure and encourage safe recycling methods.
Required Skills or Experience
- Bachelor’s degree in environmental science, public health, or a similar discipline; a master’s degree is favoured.
- 5–7 years of experience in overseeing environmental health initiatives, especially in the management or handling of lead (Pb) and mercury pollution and poisoning.
- Solid comprehension of regulatory matters concerning environmental health and toxic material management.
- Robust research abilities, with a background in fieldwork, gathering data, analysis, and interpretation.
- Outstanding interpersonal and communication abilities, having a background in team leadership and capacity development.
- Able to create strategic answers for intricate environmental health issues.
- Proficient in English; familiarity with local languages in Ghana is beneficial.
- Experience in the environmental health NGO sector is essential.
