POSITION: Senior Transport Specialist

In the IAWT3 unit, the World Bank helps 9 client countries. These countries include lower-middle-income places like Gabon, Ghana, and Nigeria, which need a lot of infrastructure programs, as well as fragile low-income IDA countries like the Central African Republic and Sierra Leone. Key focus areas for transport in these countries are:

  • Rural transport to boost farming productivity.
  • Urban mobility improvements, especially through Bus Rapid Transit systems, make cities work better.
  • Better access to jobs and services for poorer people.
  • Regional trade routes to lower costs and improve business.
  • Investments in ports, railways, and air transport to enhance connections within and between countries.
  • Public-Private Partnerships (PPPs) to improve efficiency in delivering infrastructure and services.
  • Road safety measures to decrease traffic deaths.

Job Responsibilities

The IAWT3 unit is looking for a Senior Transport Specialist with experience, preferably in Africa, to work at the World Bank office in Accra, Ghana. The Specialist will:

  • Help manage the implementation of selected projects in Ghana and nearby countries, focusing on urban mobility.
  • Engage in technical discussions about transport with Ghanaian authorities and neighbouring clients.
  • Assist in preparing new projects and support policy reforms.
  • Contribute to transport-related projects and knowledge-sharing with other Global Practices.

Specific Duties 

  • Work as part of a team or lead the management, preparation, or supervision of transport projects. This includes planning, designing, procuring, constructing, managing contracts, and overseeing maintenance and operations while addressing environmental and social concerns.
  • Lead analytical studies related to transport infrastructure, financing options, maintenance, climate resilience, gender impact, and best practices.
  • Work on sector policies and capacity-building programs, focusing on engaging the private sector and considering social and environmental impacts.
  • Collaborate in cross-sector teams to prepare policy notes and studies related to transport, urban development, poverty reduction, and environmental management.
  • Support the professional community within the World Bank focused on transport, participating in technical groups, and creating new knowledge.
  • Stay updated on global transport developments and identify areas for sharing knowledge with clients.

Selection Criteria

We need a motivated person who can lead teams and work independently.

  • Candidates should have a master’s degree or equivalent in transport planning, transport economics, transport engineering, finance, urban planning, or a related field, with at least eight years of relevant experience in public transport planning and implementation. Other required skills include:
  • Strong technical and operational abilities related to policy, financing, and contract management in the transport sector.
  • A proven track record of leading projects and working well in multidisciplinary teams, mentoring staff, and resolving conflicts.
  • Good communication skills and experience advising government entities on urban transport issues.
  • An ability to spot and develop new opportunities for World Bank transport initiatives based on client needs and analysis.
  • Excellent writing and communication skills.
