POSITION: Policy Manager
Job Overview
IPA Ghana is looking for a Policy Manager to help improve early childhood education (ECE) in Ghana. This job focuses on using strong evidence to assist in implementing Ghana’s ECE policies, with the aim of enhancing learning in kindergartens across the country. IPA is currently working with partners like the Ghana Education Service to train over 60,000 kindergarten teachers in play-based learning methods.
The Policy Manager will collaborate with IPA and its partners to provide technical support for rolling out different parts of the ECE policy. This includes promoting effective scaling strategies, overseeing monitoring and evaluation, facilitating shared learning among partners, and managing relationships with government officials and other important stakeholders. The role requires good skills in adapting plans and negotiating since it involves working closely with various levels of government. The Policy Manager will report to the Country Director of IPA Ghana and work with a Global Associate Director of Policy.
Key Responsibilities
Project Management (20%)
- Oversee the implementation of the teacher training program in Ghana.
- Ensure all activities are coordinated and on schedule.
- Supervise and support a talented team to provide technical assistance.
- Help find funding opportunities by talking to donors and writing proposals.
Financial Management (10%)
- Manage the project’s budget and ensure expenses are tracked.
- Handle reporting to donors.
Stakeholder Engagement (30%)
- Build relationships with important decision-makers in education.
- Advocate for and support the scaling of the teacher training program.
- Work with global teams on education-related events and discussions.
- Represent IPA in local policy discussions.
Utilizing Evidence for Program Development (20%)
- Use research findings to guide project decisions.
- Update the project plans based on research and testing outcomes.
- Discuss potential changes with government leaders to support the training program.
Implementing Monitoring and Evaluation (MEL) Strategy (20%)
- Oversee monitoring and evaluation activities.
- Help partners understand the theory of change and learning needs.
- Support staff in carrying out MEL activities.
- Identify areas for improvement and test new ideas during the rollout.
- Train partner staff on monitoring and evaluation.
Qualifications Required:
- A Master’s degree in economics, development, public policy, or a related area (Bachelor’s degrees may be considered with relevant experience).
- At least 5 years of experience in analyzing and presenting research, with at least 1 year of work with large NGOs or governments, preferably in developing countries.
- Commitment to using evidence in policymaking.
- Understanding of government policy processes and nationwide program implementation.
- Experience organizing events like conferences or workshops. – Ability to manage multiple tasks and meet tight deadlines.
- Strong work ethic, self-motivation, and willingness to learn.
- Skills in supervising staff and independently managing projects.
- Excellent communication skills, including the ability to work with senior government officials.
Preferred:
- Knowledge or experience in Ghana’s education sector.
- Proficiency in Microsoft Office (Excel, Word, PowerPoint), and experience with graphics software is a plus.
- Understanding research methods and randomized controlled trials (RCTs) is beneficial.
