POSITION: Site Finance and Administration Officer 

PATH is a global non-profit organization dedicated to improving health equity. Also, PATH develops and scales innovative solutions to the world’s most critical health concerns, drawing on over 40 years of experience forming multisector collaborations and expertise in research, economics, technology, advocacy, and dozens of other fields.

PATH seeks a Site Project Administrator (SPADM) to assist the multi-project office with financial planning, management, and efficient operations and administrative services. The SPADM will ensure that PATH’s policies are followed while establishing effective financial and operational business procedures. The SPADM will also be in charge of Finance and Accounting, Facilities, Procurement, Fleet Management, Administration and Facilities, Compliance, and Asset Management to ensure that all financial and operational systems satisfy the needs of the project office.

This role will be situated in Accra and will oversee the finance, administrative, procurement, logistics, and facilities departments. The job will report to the Country Representative, with a dotted technical reporting line to the Africa Regional Director of Operations, as well as collaborate with other regional and global teams.

Responsibilities:

Administration and Procurement

  • Overall responsible for the operation of PATH’s project office and equipment, including annual inventory.
  • Ensure compliance with PATH’s Global Procurement Policies and develop a local procurement policy with PATH HQ approval.
  • Responsible for office and project procurements in collaboration with project team members and the PATH regional and headquarters project and procurement management teams.
  • Manage contracts and agreements with local vendors and suppliers, including those involving vehicle rentals, office supplies, interpreters, consultants, and contractors, ensuring that they adhere to agreed-upon terms and coordinating with Responsible Project Managers (RPMs) for modifications.
  • Ensure routine office upkeep and coordinate with the landlord for major repairs.
  • Ensure that PATH’s in-country registration is up to date and meets all local legal requirements.
  • As the point person for internal or external audits, you will manage the findings, reactions, and execution of corrective actions.
  • Oversee PATH’s physical office assets, as well as employee safety and security.
  • Oversee adherence to PATH’s global and local travel rules for Ghana staff, as well as the development, implementation, and maintenance of Ghana-specific travel policies that complement global policies.

Finance, Accounting, and Compliance

  • Responsible for managing, maintaining, and reporting on all financial data related to PATH Project Office activities.
  • Management of bank accounts, serving as the key connection with banks, and internally liaising with the Global Treasury team to ensure appropriate funds are available for project completion.
  • As needed, consult with a worldwide accounting/legal firm and the Operations director about audits, office registration, and tax-exempt status; manage annual registration renewals and tax obligations; and keep office registration and other employment papers up to date.
  • Ensure that all financial and tax rules, including income tax, VAT, withholding tax, and social security, are followed, and that monthly, quarterly, and yearly returns are filed on time.
  • Support the preparation of budgets for proposals, including costing information, and coordinate with appropriate Headquarters units to ensure that budgets are completed under PATH protocols and donor requirements.
  • Provide applicable financial suggestions for the Country Program Office’s overall organizational planning, policy creation, and implementation.
  • Responsible for overseeing all financial and accounting activities at the project office.

Other Tasks

  • Lead and ensure compliance with donor requirements, as well as assist with donor compliance responsibilities.
  • As a member of the local Business Development committee, you will work together to identify new funding options for the Office.
  • Participate in team and senior management meetings with all Ghanaian team leaders.
  • As the security point person, you will be specifically responsible for office security.
  • Work as the point of contact for government and local regulatory bodies.
  • Responsible for country risk management, including responding to internal and external audit findings and recommendations.
  • Line management and capacity building for the finance and operations teams
  • Participate in recruiting and onboarding new project workers.

Reporting & External Relations

Assist the Country Representative and Project Managers/Directors in gathering information for needed reports and preparing reports for government and donor stakeholders.

Required Skills and Experience:

  • A Master’s, Diploma, or Bachelor’s degree in business administration, finance, accounting, or a closely connected discipline.
  • For degree holders, a minimum of 5 years of relevant job experience is required, while diploma holders must have at least 7 years.
  • Substantial expertise with an international NGO program is strongly recommended.
  • Familiarity with USAID procedures, rules, and regulations is advantageous.
  • Excellent interpersonal skills, including courteous front-line communication, the ability to collaborate with a diverse team, and the demonstrated ability to multitask and achieve deadlines with minimum supervision and instruction.
  • Proficiency in Microsoft Office (Word, Excel, Access, and PowerPoint), as well as knowledge of the Internet and ERP.
  • Knowledge and expertise in Business World and Salesforce software is advantageous.
  • Excellent oral and written communication abilities in English.
  • Demonstrated ability to produce accurate work products with attention to detail even under deadline pressure.
  • Ability to prioritize work.
  • Excellent organization and interpersonal abilities.
  • Commitment to providing exceptional customer service.
  • Proven ability to develop good working connections with employees at all levels of the business, collaborative partners, and representatives from donor agencies and government ministries.
  • Proven ability to manage data and files.
  • Flexible, detail-oriented, organized, adaptive to shifting objectives, and capable of taking the initiative and meeting tight deadlines.
  • Must be legally authorized to work in the country of operation.
