Job Description

The Ghana Fisheries Recovery Activity (GFRA) aims to save Ghana’s small pelagic fishery sector and improve coastal residents’ livelihoods, resilience, and food security. GFRA seeks to improve supplemental livelihoods and resilience measures for fishing communities, particularly women and youth; facilitate private sector engagement and market linkages; strengthen government capacity in policymaking, regulation, and enforcement; improve science and research, including data for policy and management decisions; and empower key stakeholders to effect change.

The Livelihoods Officer will work with the Sustainable Coastal Livelihood Specialist (SCLS), grantees, and other GFRA team members to identify and implement socially and financially viable supplementary livelihoods for 15-35-year-old fisheries workers. S/he will help the SCLS identify and facilitate training and livelihood programs that enhance young fishing skills and technical and financial capacity.

The candidate must understand a systems approach in the informal skills training sector and the relationship between skill development, enterprise development through mentoring, and improved access to finance for young fishermen.

In addition to directly supporting GFRA’s livelihoods activities, the position maintains relationships with key fisheries associations (GNCFC and NAFPTA) and coordinates and monitors GFRA’s implementing partners and grantees to ensure program success.

Main Responsibilities and Tasks

  • The Livelihoods Officer will play an important role in promoting young fisheries training, setup, and mentoring. Specifically, he or she will:
  • Collaborate with the Livelihood Specialist to examine concept notes and proposals in order to identify grants and consultants to enable the training of youth in fisheries who want to pursue supplementary livelihoods.
  • Collaborate with fishing associations, fish processing organizations, and GFRA partners to discover, screen, and select youngsters in fisheries who are interested in pursuing a second income.
  • Support regular monitoring of both training beneficiaries and those who have completed training to ensure uptake.
  • Support livelihood beneficiaries’ training in financial literacy, entrepreneurship, financial management, and technical skills applicable to supplementary livelihoods.
  • Improve recipients’ access to financial products by connecting them with local financial institutions, micro insurance, and village savings and loans.
  • Document the lessons learned from the implementation of the livelihood program and its impact on participant income and livelihoods.

Required Skill or Experience

QUALIFICATIONS

  • Bachelor’s degree in economic development, business, or a related profession.
  • 3–5 years of experience creating and implementing livelihood activities.
  • Experience in supplementary livelihoods and micro-entrepreneurship, particularly working with small-scale fisheries value chains, is preferred.
  • Have successfully integrated youth into livelihood activities.
  • Experience promoting financial awareness and access to capital for start-ups.
  • The ability to form good working connections with local organizations, community groups, microfinance institutions, and other program partners and stakeholders.
  • Ability to create, plan, guide, and implement livelihood and community business strengthening initiatives, as well as demonstrated experience in company development.
  • Demonstrated ability to work in multicultural teams.
  • Proven ability to fulfill targets and deadlines for projects of comparable scope and size.
  • Excellent communication skills and a track record of working well in a team setting.
  • Experience offering technical help, such as arranging and conducting workshops and trainings.

LANGUAGES

  • Advanced English proficiency. Proficiency in coastal languages is an extra benefit.
