Position Title: Deputy Chief of Party (DCOP)

Overview
The Deputy Chief of Party will assist in the formulation of strategic plans, effective M&E procedures, program monitoring tools, annual and quarterly work plans, and other deliverables under USAID criteria to fulfill objectives. In the absence of the COP, the Deputy Chief of Party will represent ACDI/VOCA to partners and important stakeholders while maintaining positive connections with USAID, local authorities, and the country office team.
This job will take the lead in establishing and implementing a strategic vision that informs partnerships, activities, learning, and communications. This includes driving changes to project strategies in response to changing market and food system trends and opportunities, ensuring that teams are gathering the necessary evidence to assess progress toward the strategic vision, and incentivizing teams to identify new and innovative partnerships, business models, and technologies.
The job will also ensure that approaches to gender equality, youth participation, and social inclusion are incorporated into programming. The DCOP will be in charge of enhancing the project team’s culture and teamwork, as well as efficiently managing the project’s program and operational functions. The job will also identify and successfully manage the program’s significant risks, such as donor transparency and due diligence compliance.
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Develop a strong team mindset among MSR team members and promote consensus and evidence-based decision-making by exhibiting inclusivity, responsibility, facilitation, flexibility, common ground rules, and a commitment to implementation.
- Lead technical implementation, which includes overseeing and managing the four Objective Leads, as well as regional field offices and personnel.
- Develop and foster a unified vision of what the team hopes to accomplish in the market system, based on a thorough awareness of changing market and food system trends.
- Support the creation of strategic plans, annual and quarterly work plans, and report deliverables per USAID criteria.
- Regularly identify and implement learning, adjusting techniques as appropriate, to close gender inequalities and promote social inclusion throughout project activities and the market system.
- Support the creation of robust M&E methods, program monitoring tools, and efficient systems to assure high-quality implementation.
- Identify and effectively manage the program’s primary risks, including donor transparency and due diligence requirements.
- Manage an effective performance monitoring and reporting system that captures project results and impacts while assessing progress toward a shared vision for system transformation.
- Represent ACDI/VOCA to partners and key stakeholders while maintaining positive connections with USAID, local authorities, and the country office team.
- In the absence of the COP, functions as the primary point of contact in Ghana for all procedural and substantive problems.
Required Skill or Experience
- An approved college or university can award a master’s degree in agriculture, economics, or business administration.
- A minimum of ten years of relevant, progressively responsible managerial experience, preferably in northern Ghana, with a track record of implementing and/or managing agricultural, agribusiness development, and/or market systems development programs/projects.
- Possess a broad range of technical knowledge and management abilities throughout the topic areas covered by the MSR Activity initiatives.
- At least 8 years of demonstrable experience with market system development frameworks, management techniques, and intervention strategies.
- Proven ability to manage high-performing teams towards a shared strategic vision
- Proven ability to collaborate and motivate private and public sector participants.
- Analytical abilities include the capacity to collect and analyse a wide range of information about issues and make appropriate recommendations for action.
- Experience successfully integrating gender equality, youth involvement, and social inclusion into development programs, with a focus on agriculture and market systems.
- English level IV.
