About ELEVATE Nutrition
ELEVATE Nutrition (Enhancing Local Efforts for Vital, Transformative, and Evidence-Based Nutrition) is USAID’s flagship multisectoral nutrition activity that promotes local implementation of high-quality nutrition programs and policies to improve women’s and children’s nutritional status, particularly during the first 1,000 days.
ELEVATE Nutrition, a five-year project (2023-2028) led by FHI 360 and a consortium of strategic partners (Action Against Hunger, Bixal, Cultivating New Frontiers in Africa, GEMNet-Health, and Oxford Policy Management), takes a multisectoral approach to bridging the gap between global evidence and local implementation.
USAID/Ghana has requested that ELEVATE Nutrition conduct activities in Ghana from August 2024 to June 2028 to provide technical assistance to the government’s efforts to plan and deliver equitable and high-quality multisectoral nutrition services that promote household resilience and food security. The programming will take place both nationally and in northern Ghana’s five regions (Upper East, North East, Northern, Upper West, and Savannah). We are looking for a consultant to help with finance and operations for ELEVATE Nutrition’s start-up in Ghana.
Scope of work
The Finance and Operations Consultant will be a major member of the activity start-up team, which will comprise technical specialists from Ghana and the United States, as well as finance and operations staff from both countries. The Finance and Operations Consultant will assist ELEVATE Nutrition’s start-up responsibilities in Ghana, including human resources, procurement, travel, office setup, and other needs as they arise.
Contractually, the consultant will report to the US-based Technical Advisor, Country Programs, who also serves as the team lead for Ghana, as well as the Director of Finance and Operations at FHI 360 Ghana Country Office in Accra, Ghana. This position is headquartered at the FHI 360 headquarters in Accra, Ghana, and may necessitate travel within Ghana to facilitate project start-up.
Duties and Responsibilities
- The consultant will collaborate with ELEVATE Nutrition Ghana leadership and the FHI 360 Ghana Country Office Finance and operational team to offer the essential finance and operational support to start-up activities relating to human resources, procurement, travel, and office setup, including:
- Support the creation of job descriptions for new occupations that will be identified throughout the project scoping phase.
- Create a recruitment tracker for vacancies to be filled.
- Support FHI 360 Ghana human resources staff and ELEVATE Nutrition US-based staff in recruiting ELEVATE Nutrition Ghana professionals.
- Support procurement throughout project initiation, including drafting a project procurement plan, determining initial procurement needs, and engaging with FHI 360 Ghana’s central procurement unit to ensure orders are implemented on time.
- Support the processing of payments to vendors and service providers, as well as financial monitoring and tracking under project financial rules.
- Assist the startup team in identifying potential office space based on security criteria, location, pricing, IT infrastructure, and other important variables, and completing the necessary papers for securing office space.
- Contribute to the creation of the fiscal year one budget.
- Support the creation, tracking, and monitoring of program budgets, and advise leadership on financial and operational issues.
- Work with the country office finance team to guarantee adequate cash flow for project activities.
- Support international and local travel logistics, such as booking hotels, flights, and transportation in accordance with FHI 360 rules.
- Identify information technology needs for designated office space and coordinate with FHI 360 ISS to discuss network devices, IT equipment, and other IT requirements.
- Facilitates in-country logistics for meetings and workshops.
- Other tasks are specified.
Required Skill or Experience
- Bachelor’s degree or worldwide equivalent.
- 4+ years of increasing finance and operational management experience in a government contracting setting.
- Prior experience working for a non-governmental organization (NGO), a government agency, or a private company.
- Experience applying US Government grants, contracting, and auditing requirements to the effective management of multi-year funds.
- Excellent written and spoken communication abilities.
- Excellent attention to detail and the capacity to work under tight deadlines.
- Proficient in speaking, reading, and writing English.
- Willingness to travel throughout Ghana, including northern Ghana.
- Timeframe: Approximately 30 days from November 1, 2024 until February 28, 2025.
