- Job Title: Meal Specialist
- Duty Station: Kumasi, Ashanti Region.
The PROSPER III Project aims to boost food production, productivity, and income in climate-resilient ways while also empowering women, increasing nutrition-sensitive agriculture, and lowering environmental impact, with a direct target population of 95,200. The project will be managed from CARE International’s Kumasi sub-office in Ghana.

The Project Objectives aim to develop women’s leadership, access to productive resources, inclusion in markets, and strategic partnerships and advocacy.
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Specialist is in charge of developing, coordinating, and implementing the PROSPER III project’s monitoring, evaluation, research, and learning frameworks.
- S/He will collaborate with the Project Manager to build good reflective procedures as a foundation for achieving project objectives.
- The MEAL Specialist will supervise and manage data collection operations at the project, community, and district levels, as well as provide technical support.
- S/He will increase the capacity of field teams to monitor project implementation and assess any modifications and lessons learned in the project’s operational areas.
- S/he will report directly to the Project Manager and will work from the Kumasi Sub-office in the Ashanti Region, traveling often to all PROSPER III operational districts in the Ashanti, Central, Western, and Western North Regions.
KEY RESPONSIBILITIES FOR THE ROLE
M&E Technical Support for the Project
- In collaboration with the Project Manager, lead the design of project-level M&E data collecting tools, M&E plan/schedule and frameworks, database administration, project reporting, and impact measurement.
- Maintain a calendar for project evaluations and MEAL-related events, including developing and supporting an M&E capacity-building plan in collaboration with the Project Manager.
- Conduct periodic monitoring of project activities, outputs, and results, including data collection, on a timely and M&E-compliant basis.
- Support the Project team in completing semi-annual and yearly project reporting, ensuring that it is of high quality and satisfies donor expectations and criteria.
- Create and execute a robust monitoring and evaluation system to track project results at several levels (outputs, outcomes, and impact).
Action Research, documentation, and dissemination
- Facilitate and assist in the documenting of project processes and achievements, including material for public dissemination, such as draft reports, case studies/MSCs, success stories, and articles to be used in the dissemination of best practices.
- Produce additional reports as needed throughout the project to ensure that all processes, project outcomes/results, and lessons are adequately documented and communicated.
- Identify lessons learned and create case studies to document the project’s qualitative outputs. Provide advice to the Project Manager on how to improve project performance based on MEAL findings.
- Help prepare semi-annual and annual project review sessions with personnel and stakeholders.
Data Collection and Analysis
- Support for installing and setting mobile data collecting tools (OKD collect, Kobo collect) on smartphones or tablets, as well as managing data on mobile servers (Kobo form builder, etc.).
- Develop guidelines and standards for data collection and analysis that will enable comparison and aggregation across time and districts.
- Create TORs for internal and external baseline surveys, mid-term evaluations, and final evaluations, as well as define other sorts of study questions such as barrier analysis, market analysis, and Knowledge, Attitudes, and Practices Surveys (KAPs).
- Interpret statistical data for decision-making purposes, as well as synthesize quantitative and qualitative information for write-ups, reports, and decision-making.
Data Quality Management
- Create strategies for reviewing the quality of obtained data for each indicator, as well as tools and procedures for assessing data quality for all indicators.
- Plan project data quality audits, monitor and coordinate routine data quality audits done at various sites, consolidate project-level results, and build action plans to implement remedial measures.
- Coordinate data collection and management for population-based surveys and surveillance activities.
- Conduct regular site visits or as needed to monitor project implementation and data quality.
- Lead the implementation of the Feedback and Accountability Mechanism (FAM).
- Provide technical assistance to the team in building and maintaining appropriate feedback systems for decision-making, under promises to project participants.
- Implement and monitor FAM, accountability programs, and practices throughout the organization.
- Lead the deployment of strategies for consulting communities about their preferences based on the operational situation.
- Monitor and report on CARE’s field-level adherence to the Do No Harm approach.
Ensure that after-action reviews and lessons-learned exercises are conducted, including data gathered through the Community-Based Feedback and Accountability Mechanism (FAM) and other participatory modes of community involvement and feedback gathering.
Required Skill or Experience
Knowledge
- Experience and expertise in monitoring and evaluation methodologies, database architecture, and other information management systems such as DHIS2.
- Understanding and experience with mobile data collection systems.
Experience
- At least 3-5 years of work experience in development projects, preferably agriculture, value chains project planning, monitoring, and evaluation, as well as an understanding of the following themes: digital development, entrepreneurial ecosystems, and Ghanaian agribusiness.
- NGO experience, including development monitoring evaluation and quality improvement.
- Experience with data processing and visualization technologies will be advantageous.
- Demonstrated expertise in leading teams and increasing staff capacity in difficult programming.
Skills - Demonstrated proficiency in data analysis using both qualitative and quantitative software.
Education
A bachelor’s degree in social sciences, natural resource management, development planning, agricultural science, computer science/statistics/information management, or any rural development-related field is required.
