Director of Monitoring, Evaluation, and Learning (MEL) in Ghana – Strengthening Systems for Future Resilience in Northern Ghana

The Opportunity

Abt Global needs a skilled MEL Director for the Feed the Future Resilience in Northern – Systems Strengthening project. This initiative improves stakeholders’ ability to address inadequate nutrition and resilience in northern Ghana. The FTF Systems Strengthening Activity will improve local service delivery over time, improving nutrition and resilience for 85,000 reproductive-aged women and children under five.

The MEL Director works with team members to keep the Activity on track to meet performance targets, ensures data is used effectively for programming decisions, facilitates continuous learning and adaptation, and oversees operational research, studies, and assessments under the Chief of Party. This role requires critical thinking about the Activity Theory of Change and how to connect technical components to Activity goals utilizing evidence-based and collaborative methods. Managing and implementing M&E and CLA initiatives requires extensive facilitation and stakeholder contact experience. The candidate must have experience developing a collaborative learning culture and be competent at data analysis and writing.

The post will be headquartered in Tamale, Ghana.

Core Responsibilities

  • Lead the design, development, and execution of the project’s Activity Monitoring, Evaluation, and Learning Plan (AMELP) and learning agenda, including selecting and adapting appropriate indicators.
  • Create analytical frameworks and tools for continuous portfolio monitoring and strategic thinking.
  • Coach and support local partners, including community, state, and business sector players, in developing and implementing evidence.
  • Ensure that the activity includes evidence-based tactics for gender, youth, and social inclusion.
  • Manage a rigorous approach to MEL and research that measures performance against defined goals and objectives using quantitative, qualitative, and participative techniques.
  • Create data gathering tools, timetables, analysis methodologies, and applied learning strategies for stakeholder training.
  • Create systems for feedback loops between activity implementation, data collecting, communication, and learning.
  • Synthesize monitoring and evaluation findings for USAID’s quarterly and annual reports.
  • Lead evidence synthesis and deep dives based on the strategic learning agenda.
  • Drive the project’s overall learning agenda by identifying lessons learned and best practices from project activities and contributing to quarterly program reviews.

Required Skill or Experience

  • Bachelor’s degree plus fifteen years of relevant experience; master’s degree plus twelve years of relevant experience; or doctorate plus ten years of relevant experience.
  • A master’s degree in statistics, development economics, business administration, or a related field of study is required, as is at least ten years of professional experience in data management and analysis for M&E, adaptive management, and/or learning.
  • Experience managing MEL for USAID-funded activities is essential.
  • Experience with district health information management systems and district development data platforms.
  • Experience with DHIS2 and other data platforms to make data-driven decisions.
  • Knowledge and familiarity with M&E frameworks, standard performance indicators, and USAID-specific reporting systems.
  • Expertise in adaptive management, organizational learning/development, systems mapping, the creation of collaborating, learning, and adapting (CLA)-related technologies, CLA thought leadership, and offering feedback on how CLA might lead to better development results.
  • Leadership abilities have been demonstrated, as can operate both collaboratively and independently.
  • Excellent written and oral communication skills in English are essential.
