POSITION: Country Finance Manager

Mothers2Mothers (m2m) is an African Primary Health Care organisation that hires HIV-positive women as community health workers in ten African countries. These “Mentor Mothers” provide integrated health services in clinics and communities, ensuring that everyone, everywhere, has access to the services they require to stay healthy and in care.

Over the next five years, this proven, peer-led strategy will be expanded to focus on eradicating HIV while also addressing new health concerns and reaching more people—all to create a fairer, healthier future. The employment of local women as community health workers means that we are delivering a model that prioritizes healthcare for families in most need, given by women who know them best.

Since its inception in 2001, m2m has employed approximately 12,000 HIV-positive women in Sub-Saharan Africa, and they have collectively provided crucial health services and education to over 15 million people. In 2021, m2m reached over 1.6 million people across ten African countries, including 402,616 adolescents (aged 10 to 19), a 51% increase over the previous year. m2m also made progress toward the Global Goals of ending HIV/AIDS by 2030 by virtually eliminating mother-to-child HIV transmission among its enrolled clients for the eighth consecutive year and meeting all the ambitious UNAIDS Fast-Track Targets among its clients four years ahead of the 2026 target date.

Job Summary

  • The Country Finance Manager oversees the whole finance function in Ghana.
  • This includes implementing and monitoring all areas of Ghana’s financial transactions and administrative processes, such as management reporting, financial data analysis, donor reporting, and so on. The Country Finance Manager will assist the in-country team in allocating appropriate resources to carry out the operations in-country.
  • The Country Finance Manager reports directly to the Country Director and offers technical and financial support to Ghana, which is situated in Accra.

Key Performance Areas:

Maintaining a robust finance function in Ghana

  • Establishing a financial system, including the treasury.
  • Establishing internal controls.
  • Maintaining m2m financial policies and processes.
  • Increase capacity for m2m rules, procedures, procurement, and accounting software;
  • Assist the Head Office Finance department in opening in-country bank accounts.
  • Managing the Ghana national budget.
  • Developing proposal budgets for new prospects.
  • Examine the work activities of direct reporting lines to ensure that tasks are completed correctly and efficiently.
  • Provide financial and accounting management and leadership for the Country Office operations.
  • Provide financial management support to the Country Lead and country management team, and communicate with the Head Office.
  • Provide financial management advice and assistance to the Country Lead, including aid with the formulation and monitoring of organizational budgets.
  • Manage accounting processing and related work procedures associated with Country Office transactions;
  • Manage monthly account closing and reconciliation;
  • Ensure timely and accurate submission of financial data, reports, financial narratives, and variance analysis to Head Office Finance divisions as needed.
  • Work with the Country Lead to ensure that all legislative regulations and filings are followed; and
  • Take the initiative to decrease costs without compromising quality.
  • Provide financial management services to the Country Office operations by keeping and monitoring budgets and performing financial reporting functions.
  • Create and keep the Country Office’s annual budgets;
  • Prepare monthly financial reports for the Country Lead and Project Directors/Coordinators.
  • Generate quarterly pipeline reports and financial analyses.
  • Assign ad hoc reporting requirements as needed.
  • Oversee and collaborate with Finance and Administration Officers on procurement, logistics, travel, and program activity planning, organization, and management.
  • Ensure the integrity of procurement procedures and complete paperwork.
  • Manage project contracts with HO, such as procurement contracts or purchase orders for goods and services, service agreements, and consultant agreements, as needed.

Qualification and Experience

  • Professional qualification is preferred. Bachelor’s degree required for at least three years.
  • At least 5 years of post-study experience in finance/accounting, including at least 2 years of managerial experience.
  • Knowledge of institutional donor needs, such as USAID, CDC, EC, DfID, UN partner agencies, and SIDA, would be desirable.

Competencies:

  • A focused and adaptable team player who is comfortable under pressure.
  • Strong accounting and financial management skills.
  • Analytical and problem-solving capabilities
  • Experience with ERP accounting systems and strong Excel skills.
  • English proficiency is highly advantageous.
  • Excellent interpersonal skills; ability to work alone and with varied teams;
  • Capacity to manage competing responsibilities; capacity to prioritize and consistently create high-quality work.
