POSITION: Distribution Specialist

Project Summary:

Tetra Tech is carrying out the recently granted five-year USAID Power Africa Empower West Africa (EWA) Activity. Building on the achievements of Power Africa over the past decade, EWA intends to close the region’s energy poverty gap by boosting the supply and availability of affordable, dependable, and sustainable electricity. By 2029, EWA intends to establish six million additional electricity connections, attain financial close on 2,500 megawatts of new generation capacity, build 1,500 kilometers of new power lines, and sell 40,000 productive use of energy (PUE) devices.

Position Summary:

Tetra Tech is looking for a distribution specialist who will report to the utility performance lead and collaborate with the country technical advisor, utility management specialist, government, regional organizations, donor organizations, loss reduction experts, and targeted utilities.

The distribution specialist will assist the utility performance lead in identifying activities and developing work plans for specific countries/utilities, designing interventions, resolving any conflicts of interest, supporting data collecting and analysis, and deploying technical skills. This position is full-time, and hiring is subject to USAID clearance. Interested individuals must be able to work in the target nation. Interested individuals must be able to work in Ghana. Regional travel within the country will be required.

Position Responsibilities:

  • Supports the attainment of project objectives relating to utility performance enhancements.
  • Implement initiatives under the supervision of the utility performance lead.
  • Support the design, supervision, and/or coordination of technical services and operations in target countries.
  • Provide intellectual leadership and technical help as needed to meet energy access goals.
  • Gender and social inclusion, localization, climate change, outreach to marginalized markets, capacity building, and other guiding concepts should be effectively integrated into all elements of EWA implementation.
  • Maintain solid relationships with important groups, such as government agencies, utilities, charitable organizations, and private-sector businesses.
  • Facilitate and create pilots that improve energy access.
  • Establish policies, processes, and guidelines.
  • Make energy-efficiency recommendations and assist with connection and metering.
  • Help utilities understand electricity demand patterns, distribution needs, and cost issues.
  • Analyze customer electricity usage and distribution possibilities.
  • Make recommendations for distribution network modifications, alternative energy sources, and energy-efficiency measures to optimize power usage and costs.
  • Conduct thorough assessments of energy access needs, gaps, and opportunities in target countries.
  • Investigate and analyze various energy technologies, business strategies, and finance mechanisms to determine the best solutions.
  • Plan and carry out energy access projects in collaboration with local governments, community organizations, and corporate sector partners.
  • Provide technical assistance and capacity building to utilities about system design, installation, operation, and maintenance.
  • Monitor and evaluate the effectiveness and impact of energy access projects, and publish any lessons learnt.
  • Participate in policy lobbying and dialogue to help shape legislation, incentives, and frameworks that promote sustainable energy access.
  • Create training materials and workshops to help stakeholders develop their knowledge and abilities.
  • Participate in frequent reporting, including weekly, monthly, quarterly, and annual reports, as well as monitoring and assessment tools.

Minimum Qualifications

  • Bachelor’s degree in engineering or a related profession, preferably in the energy sector.
  • A master’s degree is a plus.
  • Eight years of relevant experience in the energy business.
  • Work Experience in Developing Countries
  • Expertise in grid densification and expansion, distributed and off-grid renewable energy solutions, energy sector laws and regulations, renewable and non-renewable generation, energy access, GIS, transmission and distribution infrastructure, and energy sector planning, as well as previous experience with USAID or donor agency programs.
  • Strong organizational and interpersonal abilities; capacity to tackle complicated problems using a localized approach; excellent interpersonal, diplomacy, and leadership skills, including the ability to manage high-level relationships.
  • Excellent verbal and written English communication abilities.

Valued Qualifications:

  • Experience with utilities in poor countries.
  • Experience advocating for gender equality and women’s empowerment in the energy industry
