POSITION: Senior Operations Manager – Ghana

Project Summary:
Tetra Tech is carrying out the recently granted five-year USAID Power Africa Empower West Africa (EWA) Activity. Building on the achievements of Power Africa over the past decade, EWA intends to close the region’s energy poverty gap by boosting the supply and availability of affordable, dependable, and sustainable electricity. By 2029, EWA intends to establish six million additional electricity connections, attain financial close on 2,500 megawatts of new generation capacity, build 1,500 kilometers of new power lines, and sell 40,000 productive use of energy (PUE) devices.
Position Summary:
Tetra Tech is looking for an experienced Senior Operations Manager to manage all operations for the anticipated 32-person project office in Ghana, as well as satellite offices in Senegal and Cote d’Ivoire, and to supervise a team of ten professionals to ensure that activities are completed on time and within budget. This is a full-time position based in Accra, Ghana, and hiring is dependent on USAID approval.
Position Responsibilities:
- Day-to-day operations, as well as administrative and logistical support, are coordinated to carry out project activities across several West African countries.
- Oversees all project field operations, including human resources, accounting, general administration, office management, logistics, and health, safety, and security, under project-specific guidance, Tetra Tech policies and procedures, USAID rules and regulations, and in collaboration with the Tetra Tech headquarters.
- Oversees cross-cutting support staff and functions, including procurement, contract grants, environmental compliance, construction, and technical editing.
- Maintains Tetra Tech’s legal company registration and assures timely legal and tax filings, as well as required reporting, with the Government of Ghana and other countries in which EWA may operate, specifically satellite offices in Senegal and Cote d’Ivoire.
- Leads all field procurement of services and goods, including drafting solicitation documents, conducting market research, evaluating bids, preparing evaluation memos, creating contract requisition forms and scopes of work, providing input for USAID approvals, and tracking vendor performance/delivery against the contract.
- Support as needed human resource actions such as recruiting and onboarding recruits, managing benefits, and keeping employee records under Bangladeshi labour legislation and Tetra Tech procedures.
- Oversee all office administration and logistics, including updating project manuals, maintaining the project’s physical property inventory, managing the office lease, coordinating vehicle usage, organizing travel and project events, and saving all project data to the electronic project shared folder.
- Serve as the project’s safety and security focal point, ensuring adherence to Tetra Tech’s Duty of Care standard.
- Perform any other tasks that may be assigned.
Minimum Qualifications
- A bachelor’s degree in business administration or a related discipline, plus ten years of experience managing big, complicated USAID-funded projects of comparable magnitude, or a master’s degree and seven years.
- Familiarity with USAID requirements for travel, allowances, procurement, and grants under contract. – Proficiency in project financial management, planning, and forecasting.
- Ability to supervise and coordinate large technical teams.
- Excellent writing, communication, and listening abilities.
- Excellent organizational, analytical, and problem-solving abilities, with a focus on detail.
- Proven ability to manage various projects in a fast-paced, deadline-oriented workplace, both independently and as a team member, dealing with staff members and client representatives at all levels.
- A high level of ethics, professionalism, diplomacy, discretion, and a commitment to customer service
- Proficiency in English (speaking, listening, writing, and reading) and advanced knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, and Teams).
Valued Qualifications:
- Experience working in the energy sector
- Familiar with USAID environmental compliance and construction management rules.
- Professional competency in French
