Plan International Ghana is looking for a Procurement and Grants Coordinator to work successfully with a team of experts and produce high-quality programming and results for a project called “Women’s Innovation for Sustainable Enterprises (WISE)”.

The WISE Project aims to harness the enormous potential and agency of Ghanaian women entrepreneurs aged 19 to 55 in rural and peri-urban areas by implementing both demand- and supply-side interventions to contribute to increased realization of rights to economic empowerment, well-being, and inclusive economic growth in three districts in the Bono and Ahafo regions (Sunyani Municipal, Tano North, and Techiman Municipal) and two districts in the Northern region (Kumbungu and Tolon). The project is scheduled to begin in February 2020, will last four years, and will cost more than 5.5 million euros.

Dimension of Role:

  • Assists in the compilation of grants-related project budgets and subsequent revisions to ensure they satisfy Plan and donor specifications.
  • Support a budgetary control system to monitor grant budget vs. expenditure and advise the Project Accountant on discrepancies and corrective actions.
  • Assist with grant reporting, ensuring compliance with donor requirements.
  • One Front Desk Assistant, two drivers, and one janitor are assigned to the duty.
  • The post-holder will be situated in Tamale but will spend approximately 30% of her or his time travelling to project districts where the WISE project runs.

Typical responsibilities:

Procurement and Logistics Support Functions:

  • Process the purchase and supply of products and materials for the WISE project under the Plan International Operational Manual (OPM), local procedures, and policies to ensure value for money at all times.
  • Assist in preparing and processing bidding documents for public tender offers to ensure a fair and transparent process for securing the services of consultants and contractors.
  • Effectively allocate, utilize, and manage vehicles for Plan’s activities following FOB, local policies, and procedures, resulting in low vehicular accidents and lower repair and maintenance costs.
  • Ensure enough supply of utilities and maintenance of office equipment and machinery for the smooth flow of work in the office with minimum disruption of work output.
  • Ensure competent store management to effectively conduct program activities, with no reports or occurrences of store mismanagement.
  • Maintain the Fixed Assets Register to track all assets and prevent loss.
  • Maintain the office and environment to ensure smooth workflow.
  • Ensure the Plan’s offices and staff are insured to protect life and property.
  • Provide expatriate personnel with necessary fixtures, fittings, and utilities to help them settle in and avoid complaints about their living conditions.
  • Support organizational goals through other duties as assigned.

Qualifications & Experience

  • A bachelor’s degree in procurement and logistics, business administration, accounting, and ICA Ghana Part 2 or ACCA Foundation (Level 2) or equivalent.
  • At least three to four years of experience in a similar job.
  • Proficient in Microsoft Office applications (Word, Excel, Internet Software, and PowerPoint).

Knowledge

  • Familiarity with grants, project planning, management, supervision, monitoring, and evaluation techniques, as well as an understanding of international donor requirements.
