POSITION: Procurement Assistant

GOALS OF THE PROGRAM

Country Management Support Units (CSUs) have been established within the organizational structure to assist Managers and staff in fully assuming their responsibilities in the GSM environment, as well as to ensure compliance with organizational policies, procedures, rules, and regulations governing all administrative and financial matters and transactions in the context of an Enterprise Resource Planning (ERP) system.

DESCRIPTION OF DUTIES

  • Under the general supervision of the National Procurement Officer and general guidance of the Operations Officer, the incumbent performs the following functions:
  • Purchase requests for products and services from Requestors (in Technical Units) are received and reviewed for clarity, compliance, detail, and completeness, and more information is obtained as needed.
  • Compiles lists of sources of procurement (supplier database), request quotations and proposals for bids, and communicates with possible vendors; Reviews and analyzes supplier answers under WHO guidelines.
  • Compiles and analyzes information contained in quotations or proposals to choose the most competitive provider. Price requests for Price Estimate (RPE) while using the
  • Global Management System’s Procurement Module; Tracks requisition status and updates procurement tracker. Responses to Requestors and Suppliers inquiries on the progress of orders, costs, and cancellations.
  • Maintain enough inventories of key incident management equipment, such as personal deployment materials, radios, satellite telephones, and IT equipment. Oversees travel and events management, including the planning and monitoring of WCO travel both within and outside the country.
  • Oversees fleet management, which includes planning and monitoring fleet movements, as well as vehicle maintenance.
  • Liaises with peers in the Regional Office, at HQ/Geneva, and raises any situation that may require the support of the Global Service Center (GSC)Liaise with the receiving unit and arrange the completion of the supplier performance review and upload it into the PO ECM

Qualifications Needed

  • Education is essential. Secondary education or equivalent has been completed.
  • Additional education in business administration and management techniques.
  • Desirable: A university degree in business administration, management, or a similar discipline. Training in procurement and supply management through the WHO or UN system will be advantageous.
  • Experience is essential. A minimum of ten years experience in general procurement and supply activities.
  • Desirable: Experience with purchasing in an ERP environment, such as an Oracle e-business environment, as well as import and export business, such as customs clearing and forwarding, and other areas such as administration and program management, will be beneficial.

Skills

  • Ability to identify various types of supplies and equipment to facilitate procurement.
  • Ability to acquire (and apply) a thorough understanding of policies, practices, and procedures related to assigned activities;
  • Ability to operate with minimal supervision; and Ability to use procurement treatment and processing systems such as the WHO Global Management System (GSM).
  • The ability to use common Office software such as Word, Excel, and PowerPoint.

REMUNERATION

WHO provides an attractive remuneration plan to workers in the General Services category, which for the aforesaid position includes an annual net base salary beginning at GHS 242,633 (subject to obligatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
