Job Description.

Description of Services

LINC is carrying out the USAID-funded Monitoring, Evaluation, and Learning (MEL) Platform initiative in Ghana. This Activity will provide USAID/Ghana with expert monitoring, evaluation, and learning services, as well as high-quality, demand-driven monitoring and evaluation technical assistance and analytical services to USAID/Ghana staff, implementing partners, and local country stakeholders, all of which will advance US foreign policy goals and USAID’s strategic objectives in Ghana.

Position Description:

Nutrition and MCH MEL Specialist. The Nutrition Monitoring, Evaluation, and Learning (MEL) Specialist will be in charge of facilitating and providing nutrition, maternity and child health (MCH), and MEL technical assistance to USAID’s Ghana Mission. Technical help can be offered individually or as part of a team to manage and/or carry out new monitoring, evaluation, or operations research projects for USAID/Ghana. This includes cooperating with the Health, Population, and Nutrition Office (HPNO), Program Office, and Economic Growth Office as needed to stay current with MEL best practices for multi-sectoral nutrition. The Specialist will assist monitoring and evaluation operations to allow USAID Agreement Officer Representatives (AOR) and Contracting Officer Representatives (CORs), implementing partners, and local country stakeholders, such as the Ghana Health Service, to progress

US foreign policy aims and USAID’s strategic objectives in Ghana include identifying problems, their causes, and solutions to improve overall program effectiveness.

The Specialist will be part of the USAID/Ghana MEL Platform specialized team in Accra, Ghana. S/he will be expected to work closely with the Ghana Health Service’s Family Health Division (Nutrition and Maternal, Child, and Newborn Health) and the MEL team. The Specialist will guarantee timely reporting of nutrition and MCH-related indicators, coordinate MEL and nutrition and MCH technical inputs from other team members and USAID colleagues, and ensure that deliverables are completed on time and with quality. The nutrition and MCH MEL Specialist will report to the MEL Platform activity’s Deputy Chief of Party.

RESPONSIBILITIES

The Tech Specialist will:

  • Support USAID/Ghana’s Nutrition team in developing a nutrition performance management strategy that includes performance-monitoring criteria and ensures ongoing monitoring of nutrition activity progress following established USG reporting protocols.
  • Provide technical support to the USAID/Ghana HPNO’s Family Health team, focusing on maternal and child health indicators.
  • Help maintain a monitoring and reporting system, which will include using Excel to manage data and downloading and archiving nutrition and MCH data sets.
  • Collaborate with the Nutrition Team to create and implement evaluations.
  • Write or contribute to programmatic and technical papers as needed, such as quarterly reports and technical and policy briefs, to ensure that all USAID Nutrition Team external deliverables meet a high standard of quality.
  • Plan and engage in providing M&E technical support to USAID/Ghana’s Nutrition Team staff, in-country teams, USAID Missions, and USAID Washington, as needed.
  • Coordinate with USAID on relevant existing nutrition and MCH efforts to ensure that nutrition and MCH statistics are valid. This contains Ghana Health Service’s Government-to-Government engagement.
  • Monitor nutrition and MCH data in various buy-in activities/mechanisms for reporting.
  • Participate in USAID/Ghana Nutrition meetings, seminars, debriefings, and other technical sessions.
  • Collaborate with USAID Nutrition and Family Health Team activity leaders and implementing partners to perform literature reviews, develop suitable research strategies, and guarantee timely dissemination of review and research findings.
  • Perform any other tasks that may be assigned.

QUALIFICATIONS

  • Education: A master’s degree in nutrition, public health, social and behavior change communication, relevant agricultural or social sciences, or a related discipline.
  • Experience: 3 years of relevant post-master’s degree experience, preferably in monitoring, evaluation, or research. Nutrition; Maternal and Child Health
  • Excellent writing and spoken communication and negotiation abilities, as well as competency in English.
  • Ability and willingness to go globally (less than 15%).

COMPETENCIES

  • Experience designing, developing, and implementing quantitative and qualitative research, managing spreadsheets in Excel, and analyzing data using commercial software (e.g., Stata, SPSS, NVivo, ATLAS.ti).
  • Strong administrative and organizational skills, and shown ability to assess priorities and manage several, complex, time-sensitive projects simultaneously, while meeting deadlines with attention to detail and quality.
  • Strong interpersonal skills and social-emotional intelligence; experience working well in groups and cross-cultural situations.
  • Excellent time management, delegation, and prioritization abilities.
  • Capable of functioning in a matrixed, integrated setting. Demonstrates strong drive and initiative in proactively completing duties.
  • Professional experience working with community-based groups, non-governmental organizations (NGOs), host country governments, and other relevant stakeholders.
  • Experience working closely with the Ghana Health Service’s M&E, nutrition, and MCH teams is advantageous.
